About this opportunity
The City of Charlotte, located in Mecklenburg County, North Carolina, is soliciting proposals for Building and Grounds Maintenance services across two distinct districts: Center City East and Central District. This Request for Proposal (RFP) #269.2026.146 seeks a contractor to provide comprehensive maintenance for eight properties in the Center City East area and thirteen properties in the Central District. Services include extensive grounds maintenance such as turf maintenance, shrub and perennial care, groundcover maintenance, trash and debris removal, storm debris pickup, irrigation operation and repair, and limited tree maintenance. Contractors may bid on either or both districts, with the city reserving the right to award contracts to a single contractor or multiple contractors. The proposal evaluation will use a 100-point system, equally weighted across four categories: Technical Approach and Methodology (25 points), Experience and Qualifications (25 points), Equipment and Resources (25 points), and Cost Proposal (25 points). A non-mandatory virtual pre-proposal conference is scheduled for November 4, 2025, with proposal submissions due by November 12, 2025, at 3 p.m.
The City of Charlotte is committed to its Charlotte Business Inclusion (CBI) program, which aims to enhance opportunities for Minority-owned, Women-owned, and Small Business Enterprises (MWSBEs) in city contracting. Proposers must be prepared to demonstrate compliance with the CBI Policy, including potential requirements to subcontract with City Certified Small Business Enterprises (SBEs), Minority Business Enterprises (MBEs), and Woman Business Enterprises (WBEs). Contractors must possess specific professional credentials, including North Carolina Landscape Contractor License, Pesticide Applicators License, and Irrigation Board certification. While no specific budget range is explicitly stated, the detailed pricing schedules suggest a multi-year contract with potential for renewal. Contractors will be required to provide comprehensive documentation of their licensing, certifications, equipment inventory, and past performance, with strict requirements for non-discrimination, anti-lobbying compliance, and disclosure of any previous legal issues or OSHA citations. The city emphasizes transparency and will require detailed references and background information to thoroughly evaluate potential service providers.
