About this opportunity
The County of Sacramento is issuing a Request for Bids (RFB) for the construction and installation of nine-foot utility service bodies on new cab and chassis units to be used as municipal utility service trucks. The procurement seeks a contractor to build and install utility service bodies on three brand new, 10,200-pound GVWR single rear wheel super cab cab and chassis units, with the County intending to purchase a minimum of three and maximum of six bodies installed during the first contract year, and potential for additional units on both gasoline/diesel and electric chassis platforms in subsequent years. The contractor will be responsible for all modifications, installations, mechanical and electrical work necessary to make the completed units fully functional, including any equipment, parts, and labor not explicitly outlined in the specifications but required for full compliance and operational capability. Key requirements include emissions reduction as a primary bid evaluation factor with engines meeting or exceeding EPA tailpipe emissions standards; compliance with California Vehicle Code, California Air Resources Board standards, Federal Motor Vehicle Safety Standards, and Cal-OSHA requirements; delivery of vehicles with less than 1,000 odometer miles; provision of certified weight certificates and DMV registration documentation; furnishing four complete sets of keys; and a minimum one-year parts and labor warranty commencing from County acceptance. The County will evaluate bids based on greatest value proposition, including suitability to purpose, quality, service, previous experience, life cycle cost, ability to deliver, warranty, service and parts support availability in the Sacramento area, number of satisfied local users, delivery dates, and bidder's past performance, with award to the lowest responsive and responsible bidder. Critical deadlines include a question submission deadline of February 4, 2026 at 3:00 p.m., bid responses due February 18, 2026 at 3:00 p.m. through the electronic bidding portal (SacCountyEbids), and contract award scheduled for March 11, 2026, with all submissions required electronically.
Sacramento County's local business preference of five percent and micro-business preference of two percent apply to this procurement for businesses meeting specified criteria, though no explicit set-asides are designated for disadvantaged enterprises. Pricing shall be submitted on a unit cost basis for FOB Destination with freight prepaid and included, excluding sales and federal excise taxes, with payment terms of NET/30; however, no specific budget range or award value is disclosed in the RFB. Bidders must provide shop and service manuals, references from Sacramento area customers, warranty and product support information, and may be required to provide product demonstrations within thirty days of request. The contractor must maintain comprehensive insurance coverage including general liability, automobile liability, workers' compensation, and employer's liability with minimum limits as specified, and assume responsibility for all permits, transportation, and associated costs while vehicles are in possession. The County reserves the right to award individual items, groups of items, or the entire contract and to reject any or all responses, and the contractor must participate in pre-production meetings, pre-paint inspections, pre-delivery inspections, and in-service inspections conducted by the County, with pricing valid for an initial one-year term with potential extensions of up to two additional one-year terms subject to pricing adjustments not exceeding five percent per extension period.
