The County intends to procure a minimum of three and maximum of six bodies during the first contract year, with potential for additional units on gasoline/diesel and electric chassis platforms in subsequent years. The completed units will serve as municipal utility service trucks. All contractors must address questions by February 4, 2026 at 3:00 p.m., submit bids by February 18, 2026 at 3:00 p.m. through the SacCountyEbids electronic portal, and expect contract award on March 11, 2026. The contract includes an initial one-year term with potential extensions of up to two additional one-year terms subject to pricing adjustments not exceeding five percent per extension period. Bidders must participate in pre-production meetings, pre-paint inspections, pre-delivery inspections, and in-service inspections conducted by County representatives.
Pricing shall be submitted on a unit cost basis for FOB Destination with freight prepaid and included, excluding sales and federal excise taxes, with payment terms of NET/30. Sacramento County's local business preference of five percent and micro-business preference of two percent apply to qualifying businesses. The County will evaluate bids based on greatest value proposition, with emissions reduction as the single most important factor after mission consideration, requiring engines meeting or exceeding EPA tailpipe emissions standards. Bidders must provide shop and service manuals, a users list of Sacramento area references, certified weight certificates, four complete sets of keys per unit, and a minimum one-year parts and labor warranty commencing from County acceptance. The contractor assumes responsibility for all permits, transportation costs, DMV documentation, vehicle compliance with California Vehicle Code and Federal Motor Vehicle Safety Standards, and must maintain comprehensive insurance coverage while vehicles are in possession.

I. GENERAL
1. It is the intent of the County of Sacramento to purchase equipment that will provide optimum benefit to the County. This does not necessarily mean that the County will buy the lowest priced product. Consideration will be given to the product warranty, service and parts support available in the Sacramento area, the number of satisfied users in this area, delivery dates and bidders past performance.
2. After mission consideration, the single most important factor in the bid evaluation will be emissions reduction factor of the engine. The County of Sacramento is committed to purchasing engines for vehicle(s)/equipment that meet or exceed actual tailpipe emissions standards for current year, specified by the EPA for the engine manufacturer.
3. USERS LIST: Bidder will provide, with the bid, a users list showing the names and addresses of businesses or other agencies within the Sacramento area using the bid product. This may be used, as a reference list by the County and consideration will be given to the number of users in this area.
4. DOCUMENT REVIEW: The bidder will provide, for the County’s review, at the County’s request, prior to bid award, copies of shop and service manuals for the equipment that was bid. Incomplete shop or service information may be cause for rejecting a bid.
5. DEMONSTRATION: At the request of the County the bidder may be required to provide a demonstration of the product bid. At the request of the County, failure to provide a demonstration as soon as reasonably possible but not to exceed thirty (30) days from the time of the request or failure of the product to perform satisfactorily during the demonstration may be grounds for bid rejection.

Should any of these specifications conflict with any code, regulation, law, etc., the Dealer / Vendor will notify the County before manufacturing starts. Dealer / Vendor will not be held responsible for changes required by codes, laws, regulations, etc., to vehicle / equipment after the time of delivery.

Stick-on or glue-on retainers are not acceptable. Tie wrap tails will be cut flush and smooth with the buckle and not leaving a point or sharp edge to injure personnel. Any tie wraps not finished in this manner will be rejected during inspections.
