About this opportunity

Broward County, Florida is conducting a competitive invitation to bid (ITB) for the demolition of three membrane structures at the Broward Sheriff's Office (BSO) Stockade facility located at 5400 N. Powerline Road, Fort Lauderdale, Florida. The project scope encompasses complete demolition of the three fabric membrane structures, including removal of associated concrete slabs, foundations, HVAC equipment, and underground utility piping; disconnection of electrical power and removal of abandoned conduits and wiring; clearing of invasive and exotic trees around the structures; dismantling of fencing surrounding air conditioning units; restoration and grading of all disturbed areas; and installation of drought-resistant sod. Vendors must be holders of either a State of Florida Certified General Contractor license or a Broward County Class "A" General Building Contractor license and must perform at least 10 percent of the total contract price with their own forces without subcontracting. The contract is structured as a fixed-price, definite-quantity award to the lowest responsive and responsible bidder based on total bid price, with substantial completion required within 60 days after the second Notice to Proceed and final completion within 30 days thereafter. Liquidated damages are assessed at $340 per day for delays beyond substantial completion and $150 per day for delays beyond final completion. All solicitation responses must be submitted electronically through the County's electronic bidding system (BPRO) by the April 30, 2026 deadline at the specified time, with questions and clarifications due by a date specified in the solicitation; vendors are encouraged to attend optional site visits to inspect the project location prior to submission.

This solicitation includes a mandatory 30 percent County Business Enterprise (CBE) participation goal established by the Broward County Office of Economic and Small Business Development (OESBD), requiring vendors to utilize certified CBE firms or demonstrate good faith efforts to meet this participation threshold; failure to meet the CBE commitment results in liquidated damages equal to 50 percent of the actual dollar shortfall, up to a maximum of 10 percent of the total contract amount, and vendors must pay CBE subcontractors and suppliers within 15 days of receiving County payment. Vendors must submit a bid bond or approved alternate bid security in an amount equal to 5 percent of the total price offered, and the successful contractor must furnish performance and payment bonds within 10 calendar days of award notification, each in the amount of 100 percent of the total contract price. Comprehensive insurance requirements include General Liability coverage with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability with $1,000,000 combined limits, Workers' Compensation at statutory limits, Excess/Umbrella Liability of $1,000,000, and Pollution/Environmental Impairment Liability with $1,000,000 per claim limits. Vendors must also comply with numerous additional requirements including submission of a completed Vendor Questionnaire with at least three references from non-County work completed in the past three years, disclosure of all material litigation history from the prior three years, compliance with Broward County criminal history screening practices if the contract exceeds $100,000, and certification regarding any retained lobbyists. No incumbent contractor information or existing infrastructure integration requirements are identified in the solicitation documents, and the specific contract award value is not disclosed; however, the comprehensive bonding, insurance, and CBE participation requirements indicate a project of substantial financial scope.
