About this file

This is a comprehensive Specifications and Requirements document for the Demolition of Membrane Structures at BSO Stockade in Fort Lauderdale, Florida, prepared by the Broward County Commission Construction Management Division. The project encompasses the complete removal of three fabric membrane structures located at 5400 N. Powerline Road, including interior concrete slabs, foundations, underground electrical conduits and wiring, underground plumbing lines, air conditioning units, concrete sidewalks, and exotic/invasive trees in the project area. The scope requires restoration and grading of all disturbed areas to match existing conditions, with installation of drought-resistant sod. The specification document was issued June 6, 2025, and contains detailed requirements across 27 specification sections covering general requirements, temporary facilities, demolition procedures, quality control, safety protocols, and closeout procedures. The document does not specify a formal bidders' conference date but requires a pre-construction meeting to be held after Notice to Proceed issuance. Award decisions and contract term information are not detailed in this specifications document.

Pricing terms, bonding requirements, and set-aside information are referenced but not fully detailed within this specifications document, though references are made to County Business Enterprise (CBE) participation goals and monthly utilization reporting requirements. The document emphasizes compliance with Broward County, Florida regulations and the Florida Building Code (2023 edition), with all costs for permits, utilities, temporary facilities, and compliance testing to be borne by the contractor and reflected in the bid cost. The contractor is responsible for securing all necessary permits and licenses, maintaining builder's risk insurance covering wind and storm damage, and managing construction waste through recycling and proper disposal at EPA-approved facilities. The specifications indicate that the Owner (Broward County/Broward Sheriff's Office) will occupy portions of the site during construction, requiring phased demolition and coordination of temporary utility services. The document establishes detailed closeout requirements including final property surveys, project record documents, warranties, operations and maintenance manuals, and electronic deliverables in AutoCAD format, with substantial and final completion inspections required before payment and occupancy authorization.
