About this opportunity
The City of Palo Alto, located in Santa Clara County, California, is soliciting competitive bids for the installation of access control, door hardware, and ADA automatic door operators at the Bryant Street Community Center. The project encompasses two primary scopes of work: installation of new Von Duprin surface-mounted electrified crash bar hardware, AMAG Symmetry card access control systems, and ADA automatic door operators (LCN or Motion Access brand) with associated push button remotes on the front entry doors; and installation of an ADA automatic door operator with key switch functionality on the interior La Comida entry door at 429 Bryant Street, Palo Alto, CA 94301. Both scopes are priced as lump sum line items on the bid form. The selected contractor must hold a valid California State Contractor's License in categories General B, C-10, C-7, or C-28 and must be registered with the California Department of Industrial Relations (DIR) to perform public work and comply with prevailing wage requirements under California Labor Code Sections 1720 et seq. The contractor will be responsible for all materials, labor, installation, programming, patching, fire caulking, and waste disposal, with the City providing 120-volt power, network switch port access, and the IC core for the lock. The project must be completed within fourteen calendar days during normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.), with the anticipated work commencement on or about July 1, 2026. The City will award the contract to the lowest responsive and responsible bidder based on criteria including ability, capacity, experience, equipment resources, maintenance capability, and prior performance record. A mandatory pre-bid meeting is scheduled for March 31, 2026 at 9:00 a.m. at the Bryant Street Community Center; questions and clarifications are due by April 3, 2026 at 1:00 p.m.; and sealed bids are due electronically through the City's OpenGov procurement portal by April 14, 2026 at 3:00 p.m.
Bid security of ten percent (10%) of the aggregate bid amount is required for bids exceeding $25,000, submitted as either a surety bond or certified check. Performance and payment surety bonds, each equal to 100% of the contract sum, are required within ten business days of the Notice of Award. No specific set-asides for disadvantaged enterprises or minority-owned businesses are identified in the procurement documents. Specific brand requirements are mandated with no substitutions permitted: AMAG Symmetry for access control control systems and Von Duprin for electrified crash bar door hardware, with LCN or Motion Access brand automatic door operators. The contractor must provide a one-year warranty certificate covering all work performed from the date of acceptance and must furnish certified payroll records to the Labor Commissioner in compliance with prevailing wage documentation requirements. The bid documents do not specify the estimated contract value or budget range; however, the 10% bid security requirement and performance bond requirements scaled to the contract sum suggest this is anticipated to be a project exceeding $25,000. The City retains the right to reject all bids and expressly disclaims liability for addenda delivery failures.
