About this opportunity
The state of Illinois, specifically the Department of Public Health (IDPH) Division of Labs, is procuring 3 Bruker MALDI TOF mass spectrometer instruments, subtyping modules, and special organism libraries through a sole source contract with Bruker Scientific, LLC. The total value of the 1-year sole source contract is $730,874. The Bruker MALDI TOF system will significantly improve the Division's testing capacity and capability compared to their existing biochemical testing platform, as it is the only system compatible with the CDC's MicrobeNet database and able to test for Clostridium botulinum per the CDC's Laboratory Response Network protocols. IDPH has received grant funding from the ELC Enhancing Detection and ELC Enhancing Detection Expansion programs to procure this instrumentation. The hearing for this sole source procurement will be cancelled unless an interested party submits written comments or requests a public hearing by March 25, 2022 at 4 p.m. The hearing is scheduled for March 30, 2022 at 2:00 PM via Webex.
The sole source justification cites that the Bruker MALDI TOF system is proprietary and not distributed by any third party, and that IDPH has negotiated a significant discount as a public health lab. This procurement will allow IDPH to eliminate other sole source contracts for their existing identification platforms. No additional details are provided regarding set-aside designations, incumbent vendors, or integration requirements. Failure to approve this sole source request could result in the loss of the grant funding awarded specifically for the Bruker MALDI TOF system.
