About this opportunity

The City of Beaverton is soliciting proposals for environmental consulting services to implement its FY25 EPA Brownfields Community-Wide Assessment Grant, with proposals due August 7, 2026 and anticipated service commencement October 19, 2026. The City has established a 15 percent aspirational goal for Disadvantaged Business Enterprise participation and requires proposers to demonstrate good faith efforts in contracting with State of Oregon COBID-certified firms.

The scope encompasses project management and reporting; community engagement including public involvement planning and at least three public meetings; site inventory and characterization including up to 10 Phase I Environmental Site Assessments and 8 Phase II ESAs; and planning activities for cleanup and reuse alternatives. The consultant must provide a Qualified Environmental Professional to conduct environmental site activities and report interim progress and final accomplishments through EPA's Assessment, Cleanup and Redevelopment Exchange System. Priority geographic areas are Downtown Beaverton, Allen Boulevard, and the West Five Employment District, with activities also encompassing up to 5 radon and building material surveys, area-wide planning, site-specific reuse plans, and Analysis of Brownfields Cleanup Alternatives documents.

The EPA has awarded the City $500,000 in federal funding covering 100 percent of eligible costs; the contractual services budget allocation is $437,640, representing 87.5 percent of total grant funding. The contract term extends through October 31, 2030, with renewal options available for up to additional one-year terms at the City's discretion. The City will manage all cooperative agreement funds in compliance with 2 CFR Part 200 and EPA regulations under 2 CFR Part 1500. Proposals must be submitted electronically by 5:00 p.m. on August 7, 2026 and remain valid for 180 days. Evaluation is conducted in two phases: Phase 1 assesses firm knowledge and experience, project approach and understanding, relevant experience, COBID certification, and contract price reasonableness (20 points each); Phase 2 evaluates community engagement experience (10 points). Contractors must obtain City business licenses and provide proof of required insurance including commercial general liability of not less than $2,000,000 per occurrence within 14 days of notice of intent to award. The City anticipates award by September 15, 2026.
