About this opportunity

Beaufort County, South Carolina is requesting sealed bids for the replacement of seven floating dock segments at the Broad River Boat Landing under IFB #092626, with bids due September 23, 2026 at 3:00 p.m. EST and a non-mandatory virtual pre-bid conference on September 10 at 2:00 p.m. Small and minority business (S/MBE) participation is required unless the contractor self-performs 100 percent of the work; contractors using subcontractors must submit good faith efforts documentation and a proposed utilization plan.

The scope consists of demolition and removal of existing dock segments and fabrication and installation of seven new aluminum floating dock segments, each 20 feet long by 8 feet wide. Four segments will include aluminum pontoons, interior pile guides with HDPE pile guide rollers, and ground-out protection; three segments will include interior pile guides with HDPE rollers, aluminum pontoons, and aluminum cleats. Existing concrete piles remain in place. The contractor must submit shop drawings to Beaufort County Engineering for approval prior to fabrication. Contract completion is required within 30 calendar days after issuance of the purchase order, with delivery within 60 days of order receipt.

A January 2026 Marine Facility Inspection Report identified the existing dock as Poor condition, noting missing pontoons, broken pontoon straps, punctured pontoons, worn pile guide rollers, missing roller assemblies, damaged pile guides, and approximately 160 feet of missing or damaged rub rail. The inspection recommended replacement of the floating segments with similar design.

Bid bond of 5 percent of the total bid amount is required within 10 days after bid opening. Performance and payment bonds of 100 percent are required prior to contract execution. Insurance minimums include $1 million per occurrence / $2 million general aggregate commercial general liability, $500,000 workers' compensation employers' liability, $500,000 comprehensive automobile liability, and $2 million umbrella liability. Bid prices must remain firm for 90 days. Questions are due September 16 at 5:00 p.m. EST. Liquidated damages are $600 per calendar day for delays. Prime contractors must submit monthly S/MBE compliance status reports to Beaufort County by the 5th of each month during project execution.
