About this file
This is a Marine Facility Inspection Report prepared by McSweeney Engineers, LLC for Beaufort County, South Carolina, documenting the condition of the Broad River Boat Landing as of January 26, 2026. The facility, located at 1050 Robert Smalls Parkway in Beaufort, consists of an approximately 140-foot-long by 8-foot-wide L-shaped floating courtesy dock composed of seven aluminum-framed segments and a 32-foot-wide, two-lane concrete boat ramp supported by ten 14-inch square concrete piles. The inspection identified significant structural deficiencies across multiple components, including a missing aluminum pontoon on Dock Segment 7, a broken pontoon strap on Dock Segment 5, a punctured pontoon on Dock Segment 4, severely worn HDPE pile guide rollers at multiple locations, a missing roller assembly at Pile 3A, and a damaged pile guide at Pile 7A. Additional issues include approximately 160 feet of missing or damaged rub rail, undermining at both the northeast edge (up to 20 inches) and southwest edge (up to 12 inches) of the concrete ramp, exposed filter fabric on the southwest edge of the concrete abutment, and heavy marine growth on the concrete piles within the tidal zone.
The inspection assigned condition ratings according to ASCE Manual of Practice No. 130 standards, rating the concrete boat ramp as Satisfactory (Code 5), the floating courtesy dock as Poor (Code 3), and the shoreline as Satisfactory (Code 5). Seven recommendations were provided with associated opinion-of-cost estimates: replace missing pontoon float ($90,000), replace broken pontoon strap ($9,000), replace or service HDPE rollers ($15,000), replace damaged pile guide at Pile 7A ($15,000), patch punctured pontoon ($3,000), add riprap to southwest edge of abutment ($10,000), and conduct re-inspections following significant storm events or at intervals not exceeding 24 months. The report notes that existing concrete piles are to remain in place and recommends that any replacement floating segments be of similar design to the existing dock with contractor-submitted shop drawings requiring Beaufort County Engineering approval.

Marine Facilities Inspection Report
Inspection Date: January 26th, 2026
Inspection Personnel: Dave McSweeney, P.E., Curt McCarthy (ADCI), Mason Burriss, E.I.T.
Facility Description: Broad River Boat Landing is a public access amenity managed by
Beaufort County and is located at 1050 Robert Smalls Parkway, Beaufort, SC 29906. The facility consists of an approximately 140 ft long by 8 ft wide L-shaped floating courtesy dock and an approximately 32 ft wide, two-lane concrete boat ramp with a concrete approach. The floating courtesy dock consists of (7) aluminum framed dock segments with aluminum decking. The courtesy dock is supported by (10) internally guided 14 in. square concrete piles. The shoreline adjacent to the facility is protected by riprap. For reporting purposes, dock segments are labeled numerically, and piles are labeled alphabetically in accordance with the inspection plan. Please refer to the Photograph Log and the inspection plan included for typical views of the structure and additional information.
Water Access To: Broad River
Maximum Water Depth: 9 ft
General Notes:
Concrete Boat Ramp:
1. The surface of the concrete boat ramp is generally in good condition with no major defects observed. (Photograph 5)
Courtesy Floating Dock:
1. The aluminum decking was overall in good condition, exhibiting isolated minor corrosion. (Photograph 6)
2. The floats and frame in the tidal zone were damaged in random locations throughout.
3. The concrete piles exhibited heavy marine growth within the tidal zone with no major defects.
4. The HDPE pile guide rollers were severely worn in multiple locations.
5. Toe kicks were present on the pile guides.
6. Approximately 160 ft of rub rail was missing or damaged across all dock segments.
Shoreline:
1. The shoreline adjacent to the facility consisted of riprap which appeared stable.
Location Specific Notes:
1. The HDPE roller was severely worn at the pile guide of Pile 2A. (Photograph 7)
2. The roller assembly was missing from the pile guide at Pile 3A. (Photograph 8)
3. The HDPE roller was severely worn at the pile guide of Pile 4A. (Photograph 9)
4. The northeast edge of the ramp exhibited undermining with up to 20 in. of penetration.
(Photograph 10)
5. The southwest edge of the ramp exhibited undermining with up to 12 in. of penetration.
(Photograph 11)
6. Dock Segment 7 had a missing aluminum pontoon. (Photograph 12)
7. Dock Segment 5 exhibited a broken pontoon strap. (Photograph 13)
8. A pontoon on Dock Segment 4 was punctured. (Photograph 14)
9. Filter Fabric was exposed on the southwest edge of the concrete abutment.

10. The pile guide at Pile 7A is damaged. (Photograph 16)
Evaluation and Condition Ratings:
The condition of each waterfront facility component is presented using the format described in the General Notes section of this report. Condition ratings follow the methodology and criteria established in The American Society of Civil Engineers (ASCE) Manual of Practice No. 130, 2nd Edition, Waterfront Facilities Inspection and Assessment (ASCE, 2025).
Concrete Boat Ramp:
The concrete boat ramp is rated Satisfactory (Code 5), indicating that the element is structurally sound with only minor to moderate defects observed and no immediate repairs required. This rating is primarily due to the observed undermining.
Courtesy Dock:
The courtesy dock is rated Poor (Code 3), indicating that major to severe deterioration or overstressing is present on widespread portions of the structure and that repairs may be required with moderate urgency. This rating is due to the missing pontoon float, broken pontoon strap, and punctured pontoon.
Shoreline:
The shoreline is rated as Satisfactory (Code 5), denoting that limited minor to moderate defects or deterioration are observed. This rating is due to the exposed filter fabric adjacent to the concrete abutment.
Recommendations:
1. Replace float with missing pontoon
a. Opinion of Cost: $90,000
2. Replace broken pontoon strap
a. Opinion of Cost: $9,000
3. Replace or service HDPE rollers where necessary
a. Opinion of Cost: $15,000
4. Replace damaged pile guide at Pile 7A
a. Opinion of Cost: $15,000
5. Patch punctured pontoon
a. Opinion of Cost: $3,000
6. Add additional riprap to the southwest edge of the concrete abutment
a. Opinion of Cost: $10,000
7. Re-inspect structure using the following as a guide:
a. Following significant storm events
b. At intervals not to exceed 24 months in accordance with ASCE MOP 130 standards.
Conclusion:
McSweeney Engineers greatly appreciates the opportunity to provide engineering services for Beaufort County. If you have any questions regarding the inspection or this report, please do not hesitate to contact us.
Respectfully Submitted, William D. Barna, P.E.
