About this opportunity
The Texas Department of Criminal Justice (TDCJ) is issuing a Request for Proposal (RFP 696-FD-26-P013) for the design and installation of new HVAC systems with chilled water cooling at the Briscoe Unit in Dilley, Texas, serving inmate housing buildings J1, J2, J3, J4, and J5. This comprehensive project includes replacement of four existing heating and ventilation units and four supply fans with new Air Handling Units (AHUs) equipped with chilled water coils and gas heat, addition of six air rotation units with chilled water coils and gas heat to building J5, and construction of a new 900-ton modular central utility plant with water-cooled chillers and cooling towers outside the facility perimeter fence. The contractor must provide performance and payment bonds equal to 100% of the contract value, demonstrate financial strength with at least three comparable projects completed within the past five years, assign named personnel for project manager, site superintendent, and quality control manager roles, and submit comprehensive quality control and safety documentation with all required trade licenses. The proposal must include three volumes covering technical qualifications, cost proposals, and project schedules, submitted electronically through the Euna Procurement (Bonfire) portal by May 20, 2026, at 3:00 p.m. Central Time. Award selection will be based on best value using weighted evaluation criteria: cost (50%), compliance with specifications (15%), comparable experience and past performance (15%), assigned staff qualifications (10%), and quality assurance/safety record (10%). Key dates include a mandatory pre-proposal conference and site visit on April 22, 2026, at 11:00 a.m., the deadline for vendor questions on April 29, 2026, at 3:00 p.m., and amendments due by May 6, 2026, at 5:00 p.m. The contract performance period is 731 days from the Notice to Proceed, with mobilization required within 30 days and work commencement within 45 days, subject to liquidated damages of $470.00 per day for failure to complete within contract time.
No HUB subcontracting plan is required for this solicitation; however, the TDCJ encourages consideration of Historically Underutilized Businesses (HUBs) for subcontracting opportunities in HVAC equipment, accessories, supplies, and manufacturing services. The solicitation does not identify any incumbent vendors or current contractors, as this represents new system installation at the facility. All work must comply with prevailing wage requirements under two separate schedules, with rates ranging from $8.50 to $34.35 per hour depending on trade and position, as well as Executive Order 13706 paid sick leave requirements and Executive Order 13658 minimum wage requirements of $13.30 per hour. Contractors must comply with comprehensive security standards for civilian construction contractors' employees, including prohibitions on firearms and controlled substances, secure tool and hazardous materials inventory procedures, non-employee background questionnaires for all personnel with facility access, and coordination with ongoing TDCJ facility operations while maintaining occupancy throughout construction. All work must adhere to the 2018 International Building Code, ASCE 7-16 standards, ACI 318-14 concrete construction standards, prevailing wage requirements, OSHA standards, and environmental regulations including NPDES compliance and storm water pollution prevention plans. The estimated budget for this solicitation is $20,514,500.00, structured as a lump sum cost proposal with itemized breakdowns for materials, labor, and overhead/profit.
