About this opportunity
The Los Angeles County Metropolitan Transportation Authority (Metro) is requesting bids for grade crossing safety improvements at the Polk Street at-grade crossing on the Antelope Valley Line (Brighton to Roxford Segment 4 project) under IFB No. C145497C1241, with bids due October 12, 2026, at 2:00 p.m. and a virtual pre-bid conference on September 29, 2026, at 11:00 a.m. via Microsoft Teams. This is a race-neutral Small Business Enterprise (SBE) set-aside restricted to Metro or BART certified SBE firms; an alternative goal structure of 15 percent total SBE/DVBE participation (12 percent SBE and 3 percent DVBE) applies if the set-aside is not met. A 5 percent Local Small Business Enterprise (LSBE) preference is available for eligible primes or those subcontracting at least 30 percent with LSBE firms.
Bidders must hold California State Contractor's License Classification A, with all subcontractors possessing appropriate licenses for their respective specialties. SBE firms must perform a commercially useful function with a minimum of 30 percent of total contract work conducted by their own workforce. A Contracting Outreach and Mentoring Plan is required.
The scope encompasses safety improvements at the Polk Street at-grade crossing, including selective demolition, hazardous material assessment and management, concrete work, handrails and pedestrian gates, drainage, roadway signage and lighting, flexible paving, curbs and sidewalks, and railway signal systems. Work windows are restricted to Monday through Friday (4:30 a.m. to 9:00 p.m. Monday–Thursday, 4:30 a.m. to 11:00 p.m. Friday) with no track access allowed Monday mornings 2:30 a.m. to 4:30 a.m. Aerially deposited lead contamination exists in specified sections requiring specialized handling and hazardous waste manifest procedures. The project involves coordination with the City of Los Angeles Department of Transportation for temporary traffic signal installation and with Metro as the Railroad Work Inspector Coordinator.
The estimated contract value ranges from $9 million to $12 million. Performance and payment bonds, prevailing wage requirements, Buy America provisions, and federal FTA requirements apply. The contract is subject to fiscal year funding availability. Bids must include detailed subcontractor lists with scopes of work and dollar amounts; all SBE/DVBE participation commitments become binding contract obligations.
Opportunity text
The Brighton to Roxford Double Track (B2RDT) Project will significantly improve network integration along the Antelope Valley Line corridor. While originally designed as a single project, it has been strategically broken down into four distinct segments to optimize delivery and construction. Upon completion of the Plans, Specifications, and Estimates (PS & E) for Segment 4A, Metro will move the at-grade crossings portion into the pre-construction phase. This allows safety improvement work at four at-grade crossings - specifically prioritizing the Polk St. At-Grade Crossing location ahead of the remaining segments.
