About this file
This is a Project Specific Specifications document for the Brighton to Roxford Double Track Project, Segment 4 - Polk Street Grade Crossing (Contract No. PS2415-3412), prepared by the Los Angeles Metropolitan Transportation Authority (Metro) in coordination with the Cities of Los Angeles and Sylmar. The document, issued September 22, 2026 for bidding purposes only, provides comprehensive technical specifications across 34 specification sections covering work including selective site clearing and demolition, lead assessment and hazardous material management, concrete forming, handrails and pedestrian gates, painting and coatings, roadway signage, roadway lighting, earthwork, aggregate base course, flexible paving, curbs and sidewalks, pavement striping and markings, chain link fencing, drainage infrastructure, and railway signal systems. The specifications address work windows restricted to Monday through Friday (4:30 AM to 9:00 PM Monday-Thursday, 4:30 AM to 11:00 PM Friday) with no track access allowed Monday mornings 2:30 AM to 4:30 AM, and no construction during specified holidays including New Year's, Easter, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas periods. The project involves coordination with multiple City departments including the Bureau of Street Lighting, Department of Transportation, Bureau of Engineering, and utility providers including the Department of Water and Power.
The specifications establish strict quality assurance requirements with submittals requiring professional engineer review and sealing, third-party inspections, and City Representative approval prior to construction. Aerially deposited lead contamination is documented in the project limits between stations 23+00 to 27+30 with contaminated soils requiring specialized handling, dust control, and hazardous waste manifest procedures in compliance with DTSC, Cal/OSHA, and EPA regulations. Temporary and permanent street lighting must maintain or exceed existing illumination levels during construction phases with light trespass limited to one foot-candle above ambient levels at adjacent properties. Most earthwork and incidental work including lead compliance, backfill, and demolition-related excavation are considered incidental to primary contract items with no separate payment, while specific items including roadway excavation, roadway signage, and roadway lighting are measured and paid by unit, cubic yard, or lump sum as specified. The contractor must obtain all required encroachment permits, coordinate with Metro as the Railroad Work Inspector Coordinator (RWIC), reimburse Metro for cancelled RWIC work without 48-hour notice, and comply with all federal, state, and local environmental and safety regulations throughout the construction period.
