About this file

Summary

This Invitation for Bids (IFB) document is issued by the Los Angeles County Metropolitan Transportation Authority (Metro) for grade crossing improvements at the Polk Street at-grade crossing on the Antelope Valley Line corridor in California. The project is part of the Brighton to Roxford Segment 4 initiative, which has been strategically divided into four segments to optimize delivery and construction. The scope of work encompasses safety improvement work at the Polk Street at-grade crossing location as part of a broader effort to improve network integration along the corridor. Bidders are required to be California State Contractor's License Classification A holders, with all subcontractors possessing appropriate licenses for their respective specialties. The bid deadline is October 12, 2026, at 2:00 p.m., with a virtual public bid opening to follow. A virtual pre-bid conference is scheduled for September 29, 2026, at 11:00 a.m. via Microsoft Teams. The estimated contract value ranges from $9 million to $12 million, and the project is subject to fiscal year funding availability. The resulting contract will be state and locally funded.

This solicitation is structured as a race-neutral Small Business Enterprise (SBE) set-aside requiring bids only from LACMTA or BART certified SBE firms, with an alternative goal structure of 15 percent total SBE/DVBE participation (12 percent SBE and 3 percent DVBE) if the set-aside is not met. Winning bidders must perform a commercially useful function with a minimum of 30 percent of total contract work conducted by their own workforce. A Contracting Outreach and Mentoring Plan (COMP) is required, and bidders must demonstrate good faith efforts through mentor-protégé development strategies. Additionally, a 5 percent Local Small Business Enterprise (LSBE) preference is available for eligible primes or those subcontracting at least 30 percent with LSBE firms. Performance and payment bonds are required, and prevailing wage requirements apply. The contract incorporates federal FTA requirements, Federal Transit Administration terms, Buy America provisions, civil rights compliance, and other regulatory requirements. Bids must include detailed subcontractor lists with scopes of work and dollar amounts, and all SBE/DVBE participation commitments made in the bid become binding contract obligations enforceable throughout the contract term.

LETTER OF INVITATION FOR BID

September 25, 2026

ATTENTIONT: Prospective Bidder

SUBJECT: INVITATION FOR BIDS (IFB) FOR IFB No. C145497C1241, Brighton to Roxford Segment 4 Grade Crossing Improvements - Polk Street

Los Angeles County Metropolitan Transportation Authority (Metro) has established a contracting opportunity to provide improved network integration along the Antelope Valley Line (AVL) corridor. While originally designed as a single project, it has been strategically broken down into four distinct segments to optimize delivery and construction. Upon completion of the Plans, Specifications, and Estimates (PS&E) for Segment 4A, Metro will move the at-grade crossings portion into the pre-construction phase. This allows safety improvement work at four at-grade crossings – specifically prioritizing the Polk St. At-Grade Crossing location ahead of the remaining segments. The resultant Contract, if awarded, will be state/locally funded and is subject to fiscal year funding. The estimated Contract value is $9M to $12M.

You are hereby invited to submit to Metro a bid, to furnish all of the labor, materials, and any other related items required for the performance of Contract No. IFB No. C145497C1241.

An original and one (1) electric copy provided on a USB stick of all bids must be submitted in sealed envelopes and delivered by hand or mail to the address below. Bids must be received by Metro's 9th Floor receptionist no later than 2:00 p.m. on Monday, October 12, 2026. Bids received after that time will not be considered. The only acceptable evidence to establish the time of receipt is the date/time stamp imprinted upon the Bid package by the date/time recorder at the 9th floor Procurement Reception Desk. A virtual public bid opening will be held shortly thereafter.
