About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is soliciting bids for bridge maintenance and repair services across Districts 1–8 and 10–11, with bids due September 11, 2026 at 1:30 p.m. Eastern Time through the Kentucky Vendor Self Service portal. The Cabinet will award one master agreement per district for a total of ten agreements. Bidders must possess and maintain a Certificate of Eligibility for work classification E-1 (Bridges not more than 70 feet clear span) from KYTC's Division of Construction Procurement prior to bid closing; certain specialized work requires additional prequalifications including I16 (joint work) and I17 (bridge deck repairs).

The scope encompasses approximately 94 distinct line items across concrete patching, bearing replacement, expansion joint replacement, deck repairs, railing systems, structural removal and installation, pavement striping, erosion control, and mobilization. Bidders must submit unit prices for all line items within any selected district to be considered responsive, though bidding on all districts is not required. Units of measure include square feet, linear feet, cubic yards, tons, each, and lump sum. Price adjustments are available for asphalt, concrete, and steel based on market conditions at delivery compared to September 2026 bid-month pricing.

The initial contract period runs from award through September 30, 2027, with four optional one-year renewal periods. Work is issued via formal delivery orders with a minimum value of $25,000 unless otherwise agreed. Contractors must begin work within 14 calendar days of order receipt, with liquidated damages assessed at 1 percent of the delivery order value per day for delays beyond agreed completion dates. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability and Kentucky Workers Compensation Insurance where applicable. The Commonwealth designates itself and its agents as additional insureds. Contractors may decline individual projects; three consecutive declinations may result in contract cancellation and exclusion from rebid opportunities.
