About this opportunity

The Commonwealth of Kentucky Transportation Cabinet is soliciting bids for bridge maintenance and repair services on Federal Highway Administration Emergency Relief eligible projects across all 12 highway districts statewide, with bids due September 11, 2026 at 1:30 PM Eastern Time. The procurement is structured as three regional Indefinite Delivery/Indefinite Quantity master agreements — one each for Western Region (Districts 1–4), Central Region (Districts 5–8), and Eastern Region (Districts 9–12) — with bidders permitted to compete for one, two, or all three regions but required to submit prices for all line items within each selected region to be deemed responsive.

Bidders must hold a Certificate of Eligibility for E-1 (Bridges not more than 70 feet clear span) prequalification prior to bid closing and maintain that prequalification throughout the contract term. The scope encompasses approximately 130+ line items across concrete patching and coatings, structural steel installation and removal, bearing replacement and lubrication, joint sealing and expansion joint replacement, waterproofing membranes, CFRP wrap application, deck overlay, erosion control, bridge cleaning, pavement striping, railing systems, temporary traffic control, and mobilization/demobilization services. Work units are priced per square foot, linear foot, cubic yard, ton, each, or lump sum depending on item type. Mobilization is calculated at 5 percent of each delivery order value; demobilization at 1.5 percent or $1,000, whichever is greater. An asphalt price adjustment mechanism applies when liquid asphalt prices fluctuate more than 5 percent from the contract bid month using the Kentucky Average Price Index.

Delivery orders carry a minimum value of $25,000 unless mutually agreed otherwise. Work must commence within 14 calendar days of receiving an official delivery order. Liquidated damages are assessed at 1 percent of the delivery order value per calendar day for delays beyond the agreed completion date. After three consecutive declined projects, the Cabinet reserves the right to cancel the contract and rebid. All bids must be submitted electronically through the Kentucky Vendor Self Service (VSS) portal at https://vss.ky.gov; mailed, emailed, or hand-delivered submissions are not accepted. Contractors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate, plus Workers' Compensation and Automobile Liability Insurance as applicable. The contract is subject to Davis-Bacon Act prevailing wage requirements, Buy America/Build America, Buy America Act provisions, and federal FHWA compliance standards under 23 CFR Part 635.
