About this opportunity

PennDOT District 6-0, through SAI Consulting Engineers, Inc., is soliciting competitive bids for bridge inspection access equipment and maintenance and protection of traffic services required for the National Bridge Inspection System (NBIS) inspection of two state-owned bridges in Delaware County, Pennsylvania. The procurement seeks qualified contractors to provide specialized access equipment and traffic control services during scheduled inspections anticipated to occur in May 2026, with weekend work to be avoided when operationally feasible but reserved as a potential requirement. Bids must be submitted on a unit price basis through the PennBid Program (https://pennbid.bonfirehub.com) electronically in PDF format, with a firm deadline of 11:00 a.m. prevailing time on April 1, 2026; bids received after this time will be rejected. Bid documents are available at no cost through the PennBid Program, and all bidders must submit completed and signed bid forms, required attachments, and total bid prices via the PennBid platform. Bidders are required to comply with minimum insurance requirements specified in Exhibit D, including Conrail insurance coverage; however, the Engineer will procure Railroad Protective Liability Insurance and Professional Liability Insurance on behalf of the project. Questions regarding discrepancies or ambiguities in the bid documents must be directed through PennBid's Messages/Vendor Discussions platform. SAI Consulting Engineers, Inc. reserves the right to waive irregularities and reject any and all bids submitted.

The contract documents do not specify set-aside designations for disadvantaged enterprises, minority-owned businesses, or other protected classifications based on the available information provided. No incumbent vendors or current contractors are identified in the solicitation materials. The documentation notes that Conrail insurance requirements apply as minimum thresholds for contractors, though lower amounts may be acceptable at Conrail's discretion; this requirement reflects the likely location of the bridges near railroad infrastructure requiring coordination and protective measures. No specific award values or budget ranges are disclosed in the procurement announcement or available contract documents, indicating that pricing will be determined competitively through the unit price bidding process.
