About this opportunity

The Oregon Department of Fish and Wildlife is requesting bids on installation of wildlife-friendly laydown fencing at Bridge Creek Wildlife Area to prevent cattle access to riparian areas, with bids due October 21, 2026 at 3:00 PM and a mandatory pre-bid conference on October 15, 2026 at 9:00 AM.

The project encompasses approximately 3.48 miles of new fence along the canyon rim at three locations (Fletcher and Stover pastures, and Day area) south of Ukiah, Oregon. The fencing specification calls for three-strand Oklahoma barred and smooth woven wire with a maximum height of 40 inches, barbed wire on bottom two strands and smooth wire on top, T-posts spaced 30 feet apart with stays at 10-foot intervals, and metal pipe or rock jacks for H-brace structural support. The Oregon Department of Forestry fire requirements and Build America, Buy America Act compliance apply; all iron, steel, and manufactured products must be produced in the United States. The contractor must provide all materials for rock jacks, pipe posts (2 3/8 or 2 7/8 diameter preferred), cribs, and H-braces, while the Department supplies T-posts, milled stays, barbed and smooth wire, retaining wire, and staples. The contractor must also supply fire suppression tools, water, and all temporary facilities including power, lights, heat, potable water, and portable toilets.

Bidders must submit bids on OregonBuys electronically or in hard copy, provide reference documentation for three comparable projects and two key person references, complete a responsibility inquiry form and certified disadvantaged business outreach plan, and obtain a Pay Equity Compliance Certificate if the contract exceeds $500,000 and the bidder employs 50 or more full-time workers. Prevailing wage rates under Oregon law and potentially the Davis-Bacon Act apply. The bid structure includes a base bid for complete installation and two alternates (T-posts and braces only; per-foot pricing). Award will be made to the lowest responsible bidder whose bid substantially complies with all ITB requirements, with award based on greatest monetary value within budgetary constraints. The contract completion deadline is December 31, 2027. The project is funded through a National Oceanic and Atmospheric Administration (NOAA) grant under the Mitchell Act. Bids remain firm for 60 days. Notice of intent to award is anticipated October 23, 2026, with contract execution October 26, 2026. Commercial general liability insurance minimum of $1,000,000 per occurrence and $2,000,000 annual aggregate is required.
