SECTION 1: GENERAL INFORMATION
1.1 SUMMARY OVERVIEW
The State of Oregon, acting by and through the Department of Fish and Wildlife, (“Agency”), is issuing this Invitation to Bid (ITB) to establish a Contract for installing wildlife-friendly laydown fencing following the top of the canyon rim far above the riparian area to prevent cattle access.
The project is located on the Bridge Creek Wildlife area, an Oregon Department of Fish and Wildlife owned property located just south of Ukiah, Oregon. Bridge Creek is leased out for cattle grazing in the summer months, and on occasion, cattle must be retrieved from within Camas Cr. Currently cattle have unrestricted access to the riparian area of Camas Cr, and once down in the bottom, they become riparian loafers and do not leave the area without increasing sediment and bacteria inputs.
Laydown fencing is important as it can be lowered and prevent harm to the large elk herds in the area, as well as reduce fence maintenance for ODFW and the lessee. The proposed rim fences will border Fletcher and Stover pastures to include a total of 3.48 miles of new fence installed.
1.2 SCOPE OF WORK/STATEMENT OF WORK/SPECIFICATIONS
A chosen contractor will build 3.48 miles of wildlife-friendly laydown fence on the western portion of the Fletcher and Stover pastures. This fence will be built on the rim to the east overlooking Camas Creek and will meet ODFW and NRCS specs for a wildlife-friendly laydown fence, 3 strand Oklahoma barbed and smooth woven wire at a max height of 40 inches. Barbed on the bottom 2strands and smooth on the top. T-posts to be used are 1.33, 5.5-foot t-posts, pipe 2 3/8 or 2 7/8 diameter, or building wood rock jacks, running Oklahoma wire the full length of the fence, and stapling and adhering milled stays to t-posts and wire for proper holding and laying down function. ODFW will supply 1,400 1.33, 5.5 ft T-Posts, 4000 milled red fir/ Juniper stays, 100 split stays, 7.75 miles of barbed wire, 4.5 miles of smooth wire fence as well as retaining wire and staples.
Fence Specifications
T- Posts – T- Posts will be spaced at 30 ft Stays - Stays will be spaced at 10 ft Rock Jacks filled with rock (If used in replace of pipe) – every 60 ft Metal pipe 2 3/8 or 2 7/8 diameter (preferred) – 300 ft spacing H Braces - every .25 miles Corners – double H if using metal pipe2 3/8 or 2 7/8 diameter (Preferred), Rock crib as substitute Wire Spacing – Bottom wire (barbed) 16 inches off the ground, middle strand (barbed) 28 inches off the ground, Top wire (Smooth) 40 inches off the ground Lay-down retaining wire – Smooth wire, stapled to the stay, looped around t- post/ pipe, in a way that maintains a tight fence when erect. Retaining wire must be able to easily un-loop or detach from t-post/pipe.
