About this opportunity
The City of Winter Park, Florida, located in Orange County, is issuing a Request for Proposal (RFP) for a multi-award contract to establish professional services for brick paver maintenance and new installation throughout the municipality. The scope of work includes pressure washing, polymeric sand installation, paver replacement, grading, recompaction, new roadway and sidewalk installations, and related site restoration activities in the City's downtown area, residential streets, and commercial corridors. Qualified contractors must demonstrate three years of business operation under their current company name, possess proper Florida licensing, maintain current insurance coverage, and show documented experience with both historical and modern paver projects in a municipal environment. The evaluation process employs a weighted scoring methodology allocating 25 points to experience, 25 points to past project approach, and 50 points to pricing proposals, with pricing submitted on tiered pricing tables based on project size categories (0-500 SF, 501-10,000 SF, and 10,000+ SF) and including unit costs for various services. The question submission deadline is February 4, 2026, with proposals due February 13, 2026, at 2:00 p.m. via the City's e-Procurement Portal, and a non-mandatory selection committee meeting scheduled for February 24, 2026. The contract will run for thirty-six months from execution with options for two additional twelve-month renewal periods, not to exceed sixty months total.
The RFP does not specify set-aside designations or restrictions limiting responses to particular organization types, and no incumbent vendors or current contractors are identified in the procurement documents. Insurance requirements are substantial and mandatory, including General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Auto Liability of $1,000,000/$2,000,000, Workers' Compensation at statutory limits with $500,000 excess liability, and Professional Liability of $1,000,000, with successful respondents required to register with myCOI for compliance tracking. Additional requirements include E-Verify enrollment, performance and payment bonds on a project-by-project basis as determined necessary, and contractor responsibility for all permits, licenses, property damage restoration, and site cleanup at no additional cost to the City. No specific award value or budget range is disclosed in the procurement documents, indicating pricing will be evaluated competitively among qualified respondents based on the tiered pricing structure and project-specific requirements.
