About this opportunity

The City of Philadelphia Procurement Department is issuing a small order purchase opportunity for Branded T-Shirts under contract number B2626784, with a due date of April 16, 2026. The procurement seeks sealed quotes for branded t-shirts to be supplied to the City, with all items required to be quoted in order for a vendor to be eligible for award. The award will be made as a whole to the lowest responsive and responsible bidder, and vendors must not deliver or provide services until officially notified by the City. Qualified vendors must maintain minimum insurance coverage including Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence. All products must be delivered FOB Destination Point at quoted prices, with the City exempt from all federal excise, transportation, and Pennsylvania sales and use taxes. The contract term is one year from the effective date with optional renewal for up to three additional one-year periods not to exceed four years total, and all quotes must remain valid for 60 days from submission with the City accepting or rejecting quotes within 60 days of that submission date.

The City does not restrict participation based on business entity size or disadvantaged enterprise status for this small order purchase; however, vendors must complete enrollment in the City's FY26 Annual Bid Security Program by submitting a non-refundable $100.00 enrollment fee prior to bid submission and must maintain a signed Consent and Authorization Agreement on file with the City. All quotes must be submitted electronically through the PHLContracts platform at www.PHLContracts.phila.gov, and vendors must comply with all applicable Philadelphia business tax obligations including Business Income and Receipts Tax, Net Profits Tax, and City Wage Tax. The maximum quote amount for this procurement is $125,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020 and rounded to the nearest $1,000. Vendors may request price increases upon contract renewal with written notice at least thirty days prior to expiration of each contract period, with increases capped at 4% annually based on the percentage change in the Consumer Price Index for All Urban Consumers for the Philadelphia area as published by the U.S. Department of Labor. Payment will be made via electronic deposit following delivery and City approval of products with submission of invoices.
