About this file
This document is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the sequential steps required for vendors to submit quotes for small purchase opportunities. Vendors must ensure they are operating in the Seller role rather than Seller Admin role, complete all required tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary, and address all validation messages before submission. The process requires vendors to enter unit costs for listed items, answer all mandatory questions, download and review terms and conditions, and submit any required attachments through the PHLContracts.phila.gov portal.
Critical submission requirements include obtaining and maintaining a signed Consent & Authorization form in the vendor profile, as quotes will not be considered without this document on file. Vendors must also indicate Local Business Entity (LBE) certification status, though the LBE Program does not apply to small order purchases. The checklist indicates that vendors may optionally submit an LGBTQ Applicant Opportunity Data Form and should attach any documents related to their quote. All validation warnings must be resolved before final submission through the platform at www.PHLContracts.phila.gov.
