About this opportunity

The Dallas Area Rapid Transit Authority (DART) is soliciting bids for a Blanket Purchase Order (BPO) for BEST brand keys and locksmith supplies for the Shiloh location, with solicitation number 2098494. The procurement encompasses BEST Small Format Interchangeable Core (SFIC) components, premium key blanks, keying services, pinned cores, locksets, a BEST-compatible key-cutting machine with accessories, and shipping services. Specific deliverables include 102 units of premium key blanks, 56 units of keying for interchangeable cores, 102 cut customer operating keys, 56 pinned cores, 19 locksets, and one BEST key cutter machine. The primary objective is to establish a secure, controlled, department-specific keying system for the DART Shiloh Road Equipment Building located at 3201 Technology Drive, Plano, Texas, while enabling in-house key production by Facility Services to reduce dependence on third-party locksmiths and improve operational response times. All pricing must be itemized and include labor, equipment, materials, warehousing, freight costs in both directions, and all other charges necessary for delivery; bids must reflect FOB Destination shipping terms with freight included in the overall price. The solicitation requires a mandatory site visit with vendor sign-in, and the BPO base performance period is four months. The bid due date is May 11, 2026, with responses submitted through the Bonfire portal Supplier Portal.

The solicitation documents do not identify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions limiting eligible bidders to particular organization types. No incumbent vendors or current contractors are identified in the available documentation. Vendors must comply with DART's standard Purchase Order Terms and Conditions, which establish Net 30 payment terms with invoices submitted in triplicate to APInvoices@dart.org and payment made 30 days from invoice receipt or order receipt, whichever is later. DART is exempt from Texas state and local sales and use taxes and will deduct any such taxes from invoice payments. Delivery timeliness is contractually essential, with failure to meet specified delivery schedules constituting grounds for order rejection and default termination. The exact award value or budget range is not disclosed in the available solicitation materials; however, the estimated procurement lead time is 2 to 6 weeks depending on vendor availability.
