About this opportunity

Chippewa Valley Schools, a Michigan K-12 public school district in Macomb County, is issuing Request for Proposal (RFP) No. 25.2526 for the procurement and delivery of one complete 18-foot box truck for the Food Services Department. The turnkey vehicle must include a chassis and cab, 18-foot dry van body, liftgate, and all installation, mounting, wiring, and documentation required for immediate operational service. The basis of design specifies a Freightliner M2 106 Plus or approved equivalent with a 26,000 lb GVWR non-CDL configuration, Cummins B6.7 engine, and Allison 2100 HS automatic transmission. The vehicle will be used to transport food and supplies among district locations on paved local routes, replacing a 20+ year old truck currently in service. Pricing must include all costs for a complete, operational vehicle including chassis, body, liftgate, installation, freight, delivery, and documentation, with the district exempt from state and federal taxes. Sealed bids must be received by March 25, 2026, at 2:00 p.m. EST at the district's purchasing office located at 19120 Cass Avenue, Clinton Township, Michigan 48038, with bid opening and public reading occurring at that time. Bidders must submit one original and two copies of all required documentation, and clarification questions must be submitted to Lillian Grayson, Purchasing Coordinator, by March 11, 2026, at 4:00 p.m. EST. All proposals must remain valid for 90 days from the bid opening date, and the Board of Education will review and approve the award on April 13, 2026.

Bidders must provide three references from similar K-12 public school districts where comparable vehicles have been utilized within the past three years and must comply with all federal procurement regulations, including Buy American provisions and USDA nondiscrimination requirements. Successful bidders must obtain all applicable permits and licenses and provide comprehensive insurance coverage, including worker's compensation, employers liability with $1,000,000 minimum limits, automobile liability with $500,000 minimum per accident, and commercial general liability with $1,000,000 aggregate limits, with the district named as additional insured. Bidders must comply with Michigan Public Act 517 regarding Iran economic sanctions, school safety initiative legislation, and familial disclosure requirements, and must certify non-collusion, non-debarment status, and lobbying compliance. The contract is funded through the district's nonprofit school food service account, and Chippewa Valley Schools is tax exempt. The RFP documents do not specify a budget range or award value; however, no set-aside designations for disadvantaged enterprises or restrictions on organizational type are indicated, and no incumbent vendors or existing infrastructure integration requirements are identified. The district reserves the right to accept or reject any or all bids, split the award among multiple bidders, waive informalities, or award the contract to other than the lowest bidder.
