About this opportunity
Douglas County is seeking proposals for the comprehensive renovation of the Boundary Waters Aquatic Center located at 5000 GA-92 in Douglasville, Georgia. The Request for Proposal (RFP #25-00004) targets qualified aquatic renovation companies to complete a multi-faceted renovation project funded through SPLOST funds. The project scope includes extensive renovations such as pool resurfacing with white plaster or Diamond Brite Blue Quartz, new tile installation, replacement of white goods and fittings, installation of a new Colorado Timing System scoreboard, and comprehensive improvements to locker rooms, lobby, and hallway areas. A mandatory pre-bid meeting is scheduled for March 5, 2025, at 10 AM EST at the project location, with all questions due electronically through BidNet by March 13, 2025, at 4 PM EST. Proposals are due March 24, 2025, at 11 AM EST, with the selected contractor required to complete all work within 75 days starting July 14, 2025. The county will evaluate proposals based on best value, requiring both technical and cost proposals to be submitted separately, with liquidated damages of $1,500 per day for delays beyond the completion date.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises, but does require strict compliance with federal work authorization requirements through the E-Verify program. Contractors must submit various compliance documents, including a Non-Collusion Affidavit, Contractor Affidavit, and Subcontractor Affidavit verifying their eligibility to work. While no specific budget range is explicitly stated, the comprehensive nature of the renovations suggests a significant investment, with multiple alternate bid items available including exterior building signage, CMU block concession stand, bleacher improvements, and roll-up garage doors. The project requires contractors to furnish all necessary permits, labor, materials, and equipment, and mandates strict communication protocols that prohibit direct contact with county officials except through the designated procurement channels. Respondents must provide at least three references demonstrating their experience in similar aquatic center renovation projects and certify no conflicts of interest with Douglas County officials.
