SECTION II - PROJECT LIMITS AND OVERVIEW

A. BACKGROUND

Douglas County senior community is growing at a rapid rate (Working to verify this number) annually.

Participation expectation is that there will be approximately 2000 seniors that are likely to participate at the senior center in its 1st year. Current growth rates for other centers average 50/new members per month (600 annually). Using this as a baseline model for growth for this center, we can anticipate growth that puts it near 8000 in 10 years. Recently, the County has had two new 55+ housing communities created with 200-250 new eligible seniors. We need a facility that will take care of the constituents today and grow with them over the next years.

B. SCOPE

The planned renovations to the Boundary Waters Aquatic Center will allow the community to enjoy a refreshed aesthetic and functional aspects of the pool areas upon completion of the renovations.

The selected contractor will need to sequence the project appropriately in order to limit the time required for the facility to be closed due to substantial user and community need for activities within the center.

The impact to the community if the aquatic center is closed for more than (75) Days is substantial due to the limited indoor Aquatic Centers located within the West Georgia and West Atlanta area for users to be relocated to during this time for recreation, athletics and senior fitness classes. The selected contractor will have (75) Days to complete all scope of work items within this project, which also includes the 30-Day curing period required of new plaster application in pools. The project start date will be July 14th 2025, and the (75) Day project term will commence from that point. The project will have Liquidated Damages of $1,500.00 per day applied for every day over the (75) Day project timeline. In the goal of meeting all required deadlines, and to ensure smooth sequencing of the project and various scope of work areas, the County is looking to award the project to one (1) Contractor, so partial bids will not be accepted. All contractors must attend a pre-bid walkthrough of the Aquatic Center and should plan to arrive an hour early to collect measurements needed to write the bid, in order to then ask questions to the COUNTY post walkthrough.
