About this opportunity
The Palm Beach County Board of County Commissioners is issuing a Request for Quotation (RFQ #650497/JM) for bottled water services and related supplies on a twelve-month term contract basis with options to renew for four additional twelve-month periods. The procurement is structured into two separate lots, with Lot #1 requiring the supply of 130,608 bottles of 0.5-liter spring water with screw-top lids and 480 one-gallon containers of distilled water, priced per unit with pricing to four decimal points. Lot #2 encompasses 1,287 five-gallon plastic containers of spring water, 5,000 cone cups, 300 months of cold-only water cooler dispenser rentals, 72 months of hot and cold dispenser rentals, and 5 months of countertop hot and cold dispenser rentals, with pricing to two decimal points. All unit prices must remain firm throughout the initial term and any renewal periods with no escalation clauses permitted, and the county reserves the right to conduct random testing of delivered water at the vendor's cost to verify compliance with local, state, and federal regulations. Deliveries must be completed within ten calendar days of receiving a delivery order between 8:00 a.m. and 4:30 p.m., Monday through Friday, excluding county-recognized holidays, with inside delivery to specified county locations included in the quoted price. The RFQ submission deadline is June 7, 2021, at 4:00 p.m. Palm Beach County time, with responses accepted via fax or email, and the contract will be awarded on a lot-by-lot basis to the lowest responsive and responsible quoter. Vendors must submit manufacturer specifications, descriptive literature matching offered products, and certify acceptance of all terms and conditions.
The solicitation includes small, minority, and women-owned business (S/M/WBE) preference provisions and local preference considerations for contract award. Successful quoters for Lot #2 must maintain Commercial General Liability Insurance of at least $500,000 per occurrence, Business Auto Liability of at least $500,000 combined single limit, and Workers' Compensation insurance in compliance with Florida Statute Chapter 440. Vendors must provide Federal ID numbers, applicable licenses, and complete a Commercial Non-Discrimination Certification, and joint venture respondents may be required to submit signed Joint Venture Agreements. The county reserves the right to reject any bid resulting in awards less than $1,000 or creating multiple small fragments due to administrative burden, and no specific incumbent vendor or budget range has been disclosed in the available documentation. All bottles remain vendor property, with the vendor responsible for removal of empty bottles and sanitization of reusable five-gallon containers, and no deposits are required from the county.
