About this opportunity
This state and local contracting opportunity is for the procurement of bottled soda and related services for the Massachusetts Department of Correction (DOC) and other Commonwealth agencies under the Executive Office of Public Safety and Security. The DOC is seeking responses to establish a list of pre-qualified contractors to provide 20-ounce bottles of soda from major brands such as Coca-Cola and Pepsi, as well as to service the associated vending machines. The contractor responsibilities include providing replacement parts, servicing the machines, and fully replacing machines if needed. The contract duration is up to 2 years initially, with 3 options to renew for up to 2 years each. Responses are due by August 10, 2018 at 2:00 PM EST, and the DOC is seeking the "best value" response that supports the required performance outcomes and provides the greatest quantity of services at the highest quality.
The RFR includes Supplier Diversity Program (SDP) requirements for bidders, which mandate participation of small, minority-owned, and women-owned businesses. The contract also allows for amendments and price increases during renewal periods if justified. While no incumbent vendors or current contractors are listed, the contract has a set maximum obligation and may be structured as either a rate contract or a maximum obligation contract. Pricing is requested on a per-case basis for various soda types, as well as for CO2 canisters.
