About this opportunity
Collin County Community College District is requesting proposals for bookstore management services across its ten campuses and centers, with proposals due November 20, 2026, and a non-mandatory pre-proposal meeting on October 15, 2026 at 12:00 pm via Microsoft Teams.
The scope encompasses full-scale retail bookstore operations including textbooks, instructional materials, and related services delivered through traditional bookstore, inclusive access, and equitable access models. The District operates ten campuses and centers throughout Collin County, Texas. Respondents must submit financial proposals across five scenarios: Scenario 1 (current physical store footprint as base), Scenarios 2–3 (optional alternatives for current physical footprint), Scenario 4 (100% online bookstore with course-kit distribution to campuses), and Scenario 5 (physical store limited to three campuses). Financial commitments required include guaranteed annual scholarships and charitable contributions to the Collin Foundation, guaranteed minimum annual commissions to the District, commission percentages on gross sales with specified exclusions and inclusions, maximum textbook and course-material markup percentages, faculty and staff discounts, guaranteed faculty professional development investments, and guaranteed capital investments for technology and facility improvements. Respondents must specify course-material affordability programs including minimum inclusive-access discounts, equitable-access pricing per credit hour, and maximum annual equitable-access price increases. Pricing shall remain firm throughout the initial five-year contract term, with percentage discounts constant for the entire duration. The District is tax-exempt and excludes taxes from proposed pricing.
The contract term is five years with an option to renew for an additional five years; the District may extend month-to-month for up to twelve months following expiration of either term. Questions are due October 30, 2026. Tentative oral presentations and interviews are scheduled for December 2, 2026, before the RFP Evaluation Committee in the morning and the President's Cabinet in the afternoon. Board of Trustees presentation is anticipated for January 26, 2026, with award notification following approval. Evaluation criteria include purchase price, vendor reputation, quality, ability to meet District needs, past performance, compliance with historically underutilized business regulations, and total long-term cost. The District may request best and final offers and reserves the right to negotiate additional costs for services at new campuses.
