About this opportunity
Portland Public Schools is soliciting sealed lump sum bids for the 2018 Bond Projects - Series 2B, a comprehensive remodeling initiative managed by Clark Construction Company and designed by Kingscott Associates, Inc. The project encompasses renovation work across six school facilities: Oakwood Elementary, Westwood Elementary, Middle School, High School, PACE Building, and Transportation Building. Bids are being solicited across 13 separate trade categories, including General Trades, Masonry, Metals, Glass & Glazing, Metal Framing, Flooring, Painting, Food Service Equipment, Gymnasium Equipment, Bleachers, Fire Protection, and Plumbing/HVAC systems. Bidders are required to provide sealed lump sum bids with bid security of not less than 5% of the total base bid sum, which may be submitted as a bid bond from a qualified bonding company or a certified check payable to the School District. A pre-bid conference is scheduled for Monday, January 27, 2020 at 3:00 p.m. at the Middle School, followed by facility tours at the High School, Westwood Elementary, and Transportation Building. Sealed bids must be delivered to the Portland Public Schools Administration Office by 3:00 p.m. on Thursday, February 6, 2020, with bid opening and public reading occurring at approximately 3:15 p.m. the same day. Bid documents and drawings are available beginning January 16, 2020 at www.clarkccbids.com, with a Request for Information (RFI) cutoff date of January 30, 2020 at 3:00 p.m.
All bidders must submit a sworn and notarized familial disclosure statement in compliance with MCL 380.1267 and a sworn and notarized certification that the bidder is not an "Iran linked business" as defined by the Iran Economic Sanctions Act. These compliance certifications are mandatory requirements for bid consideration. The Board of Education reserves the right to accept or reject any and all bids in whole or in part, to waive informalities or irregularities, and to award the contract to other than the lowest bidder at its sole discretion, indicating flexibility in the evaluation process. No specific disadvantaged enterprise set-asides or restrictions limiting organizational type were identified in the procurement documents. Clark Construction Company serves as the project manager, and all questions during the bidding period should be directed to Elma Balic at ebalic@clarkcc.com. Specific budget or award values were not disclosed in the available documentation.
