About this opportunity
Portland Public Schools (School District 1J), Multnomah County, Oregon, is requesting proposals under RFP 2026-045 to establish a Flexible Services Contractor Pool for on-call electrical services, with questions due November 10, 2026 and proposals due December 2, 2026 at 2:00 PM Pacific Time. Certified businesses under Oregon COBID, U.S. DOT DBE, or Washington state MBE/WBE certifications are encouraged to apply and to participate in subcontracting.
Multiple contractors will be selected to provide as-needed electrical services across the district's 80 schools and approximately 100 facilities, including high- and low-voltage work, emergency response, lighting repair and replacement, breaker and grounding repair, temporary power, low-voltage cabling, and commissioning assistance. Typical projects are valued between $5,000 and $100,000 with limited scope and short deadlines. Work is authorized through sequential Work Authorizations drawn from a randomly generated contractor list, with no guaranteed work volume and no guaranteed maximum compensation.
Contractors must hold current Oregon Construction Contractors Board licenses and State of Oregon Lead Based Paint Renovation Licenses at proposal and throughout the contract term. All work is subject to prevailing wage requirements under ORS Chapter 279C at rates effective September 3, 2026. Performance and Labor and Materials Payment Bonds rated A.M. Best "A" or better are required for each Work Authorization. Personnel with direct, unsupervised student contact require fingerprint-based criminal history verification at the contractor's expense of $94 per person.
The contract term is three years with time-and-materials compensation at hourly rates for Foreman, Journeyman, and Apprentice positions. Evaluation covers licenses and certifications (pass/fail), experience and qualifications (20 points), approach and capacity (10 points), previous related projects and references (20 points), internal workforce equity and diversity practices (20 points), and fee schedule (30 points), with an additional 20 percent scoring allocation for overhead positions.
Proposals are submitted electronically via PlanetBids, with final addenda due November 17, 2026 and a public proposal opening by teleconference at 2:05 PM on December 2, 2026. The district intends to issue an Intent to Award on December 18, 2026, with an anticipated contract effective date of January 27, 2027.
