About this opportunity

Birmingham Public Schools is seeking qualified contractors to renovate and construct a District Head-End Room at Covington School as part of the district's 2015 Bond Program (Project Number 15105F). The scope of work includes installation of a clean-agent fire extinguishing system (HFC-227ea), uninterruptible power supply (UPS) units rated at 40 kW/40 kVA, new electrical distribution equipment, fire alarm system revisions, emergency power off system integration, and associated mechanical and electrical infrastructure. Deliverables include demolition of existing systems, installation of new circuit breaker panelboards, power distribution system revisions, receptacles under raised floors, conduit and raceway systems, shop drawings, as-built drawings, equipment operating manuals, and comprehensive testing reports. Qualified contractors must possess the correct class of contractor license, provide three references preferably from school districts, and demonstrate compliance with Michigan Department of Consumer and Industry Services building codes and applicable NFPA standards (particularly NFPA 2001 and NFPA 72). The pre-bid meeting was rescheduled to March 6, 2018, at 11:00 AM at Birmingham Covington School's Technology Services Office (1525 Covington Road, Bloomfield Hills, Michigan); requests for clarification were due March 8, 2018, at 5:00 PM; sealed bids were due March 12, 2018, at 1:00 PM at Birmingham Public Schools' Education and Administration Center (31301 Evergreen Road, Beverly Hills, Michigan 48025); and the anticipated bid award date was May 15, 2018. The work schedule required contractors to commence by July 2, 2018, complete all construction and final inspections by January 15, 2019, with punch-list completion and final cleaning by February 2019. Bid prices were required to remain firm through May 31, 2018, and all bids were to be submitted in triplicate on owner-furnished bid proposal forms.

Contractors must provide sworn and notarized affidavits certifying compliance with the Iran Economic Sanctions Act and disclosing any familial relationships with school board members or the superintendent. All bids exceeding $50,000 require a 100% Performance Bond and Labor and Material Payment Bond issued by a Michigan-licensed surety company, with bonding costs listed as a separate line item. Bidders are required to submit bid security equal to five percent of the bid amount in the form of a bid bond, cashier check, or certified check. No specific set-asides for disadvantaged enterprises or minority-owned businesses are mentioned in the procurement documents. Work shall be performed primarily during normal business hours (7:30 AM to 4:00 PM, Monday through Friday) without disrupting school operations, and contractors are responsible for all applicable taxes, daily material and equipment transport to the site, legal disposal of removed materials, temporary protection of existing equipment, and site cleaning. No specific budget range or maximum award value is disclosed in the procurement documents, though the UPS system must be UL listed per UL Standard 1778 and CSA certified, and the clean-agent fire suppression system must be designed by a factory-authorized Kidde Fire Systems distributor with NICET Level III special hazards certification. Birmingham Public Schools reserves the right to reject any and all bids, waive informalities, split awards among multiple contractors, and cancel the bid if only one proposal is received.
