About this opportunity
The Colorado Department of Corrections is requesting documented quotes for boiler water chemical treatment, laboratory testing, and technical support services at Sterling Correctional Facility, with quotes due July 30, 2026 at 5:00 PM MST and a mandatory site visit on July 21, 2026 at 10:00 AM.
The scope includes on-site monthly boiler water treatment, chemical testing, scale and corrosion prevention, and technical consulting for three Superior Scotch Marine boilers with 26,300 pounds-per-hour steam capacity. Vendors must supply all chemicals, materials, equipment, and testing supplies; respond to urgent service calls within 24 hours; and schedule monthly service on dates agreed with facility staff. Specific chemical products are detailed in the statement of work, including RMA 5338 closed system treatment, RMA 3631 cooling water treatment, and associated biocides and testing kits. All service technicians and facility visitors must pass background checks and consent to search as conditions of access to Sterling Correctional Facility at 12101 Highway 61, Sterling, Colorado 80751.
The initial purchase order term is one year, with options to renew for up to four additional one-year periods not to exceed five years total, contingent on appropriated funds. Pricing must remain firm during the initial one-year term, with potential annual increases not to exceed 2.5% in subsequent fiscal years upon mutual agreement. All pricing is all-inclusive with no additional charges for shipping, surcharges, taxes, per diem, lodging, or travel.
Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC, with price as the primary consideration. Written inquiries are due July 23, 2026 at 5:00 PM, with responses posted by July 27, 2026. Notice of intent to award is estimated August 4, 2026. Prior to purchase order execution, awarded vendors must provide proof of good standing with the Colorado Secretary of State and an insurance certificate documenting workers' compensation (if applicable), commercial general liability ($1,000,000 per occurrence / $1,000,000 general aggregate), and professional liability ($1,000,000 per occurrence / $2,000,000 general aggregate). All contractor personnel must complete criminal history checks, background screening, and drug testing.
