About this opportunity
Escambia County, Florida is seeking bids for an advanced equipment package procurement to replace multiple non-operational boilers and pump equipment at the ELM Building located at 100 E. Blount Street in Pensacola. The procurement specifically requires the purchase of AERCO BENCHMARK 3000 Low NOx Boilers (natural gas fired) and BELL & GOSSETT E-1510 Pumps, with delivery scheduled to be completed prior to October 15, 2025. This is an equipment-only purchase, with the design phase for installation already in progress. The solicitation requires comprehensive documentation including insurance certificates, E-Verify certification, anti-human trafficking affidavits, references, and various state-mandated forms. Key bid dates include a question deadline of July 10, 2025, and a final bid response deadline of July 17, 2025, at 10:00 am. Bids must be submitted electronically through the county's e-procurement portal, with the county reserving the right to award the contract to the most responsive and responsible bidder and to reject any or all bids.
The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The bid specifications include detailed insurance requirements, mandating coverage for workers' compensation, general liability, and business auto liability. While no specific budget range is publicly disclosed, the technical specifications suggest a significant investment in sophisticated heating infrastructure, with boilers featuring advanced control technologies like integrated boiler sequencing, Edge [ii] control systems, and communication protocols including BACnet and Modbus. Manufacturers are required to provide comprehensive warranties ranging from 5 to 10 years depending on specific boiler components. The technical specifications emphasize strict compliance with multiple industry standards including AGA, NFPA, ASME, AHRI, and DOE requirements for efficiency and emissions, indicating a rigorous technical evaluation process for potential vendors.
