About this opportunity
The Colorado Department of Corrections is soliciting documented quotes for on-site boiler chemicals and treatment services at Trinidad Correctional Facility, with quotes due October 29, 2026 at 5:00 p.m. MST via bidnetdirect.com. No set-aside or preference program applies, and the solicitation is open to any qualified organization. SDVOSB documentation is requested only from bidders who qualify and choose to claim that status.
Bidders must attend one of two mandatory site visits at 10:00 a.m., on October 21 or October 27, 2026, to be considered for award. The October 21 visit has passed, so October 27 is the remaining attendance option.
The awardee provides monthly one-day on-site water treatment for four Cleaver Brooks boilers (two CBW700-150 and two CBW700-100, built 1998) and two York Scroll Chillers at 21000 Highway 350 East, Model, Colorado. Services include all chemicals, laboratory testing supplies, equipment, tools, training, and technical support, with urgent service calls answered within 24 hours. Service technicians must pass background checks, fingerprinting, and drug testing, and sign a Consent to Search Authorization. Within 30 days of award notification, the awardee must complete enhanced criminal background investigations, register in CORE, and provide proof of Colorado Secretary of State good standing and a certificate of insurance before purchase order execution. Pricing is itemized on Exhibit D across seventeen chemical, testing, and service line items, priced per container with 55-gallon drums preferred, and must be all-inclusive of shipping and taxes. Per diem, lodging, and travel are not reimbursed. Failure to deliver services on three separate occasions may result in disqualification from future CDOC solicitations for three years or indefinitely.
The purchase order carries an initial one-year term with up to four additional one-year renewals, not to exceed five years total, contingent on appropriations. Pricing is firm for the initial term, and annual increases not to exceed 2.5% apply in subsequent fiscal years only if mutually agreed. Award goes to the responsible bidder whose quote is most advantageous, with price/cost as the primary factor alongside sample quality and delivery lead time, and CDOC may award to multiple bidders. Exhibit E requires disclosure of any services performed outside the United States or Colorado.
Written inquiries closed October 23, 2026 at 2:00 p.m., with responses posted by October 26. The notice of intent to award is estimated for November 2, 2026, and service start is November 5, 2026 or later.
