About this opportunity

The Colorado Department of Corrections is soliciting quotes for boiler chemicals and treatment services at Colorado Territorial Correctional Facility (CTCF) in Canon City under Documented Quote DQ 27-0082, with quotes due October 20, 2026 at 5:00 PM MST. Attendance at a mandatory site visit on October 9, 2026 at 10:00 AM is required to submit a proposal.

The scope covers monthly on-site boiler water treatment, chemical maintenance, corrosion and scale prevention, monthly water testing, and technical guidance to facility staff. The facility operates two Hurst 300 HP boilers (2011) and one Bryan seasonal food-service boiler. Bidders must supply all chemicals, materials, equipment, and testing supplies; specific chemical products are listed (APC2102 boiler treatment, Econmine 3130G hydronic treatment, APC2412 and APC3320 steam treatments, JUTEQ microbiological treatment) along with coliform test kits, fluorescent tracer dye, and reagent products. Brand names establish quality standards only; equal specifications may be submitted for approval. Bidders must respond to urgent service calls within 24 hours. All personnel must pass background checks and sign Consent to Search forms; attendees at the October 9 site visit must submit signed consent and photo ID by October 7.

The initial Purchase Order term runs October 27, 2026 through June 30, 2027, with renewal options for up to four additional one-year periods (five-year maximum) at CDOC's sole discretion, contingent on appropriated funds. Pricing must be firm during the initial term and itemized by unit on Exhibit D; CDOC reserves the right to approve annual price increases not exceeding 2.5% per fiscal year upon mutual agreement. No order quantities or dollar amounts are guaranteed. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous, with price as the primary consideration; sample quality and lead time are secondary factors.

Written inquiries are due October 13, 2026 at 2:00 PM; responses post October 15. Notice of Intent to Award is anticipated October 22, 2026. Vendors must register with the Colorado Secretary of State and complete Enhanced Criminal Background Investigation within 30 days of award. Commercial General Liability Insurance (minimum $1 million per occurrence), Workers Compensation (if applicable), and Professional Liability Insurance ($1 million) are required, with the State named as additional insured. Invoices submit via email within 15 business days of service completion. Failure to deliver services on three separate occasions within agreed timeframes may disqualify the vendor from future CDOC solicitations for three years or indefinitely.
