About this opportunity

The Colorado Department of Corrections is soliciting a documented quote for boiler chemicals and treatment services at Arkansas Valley Correctional Facility (AVCF) in Ordway, Colorado, with quote submission due August 19, 2026 at 5:00 p.m. MST — tomorrow. A mandatory site visit was held August 12, 2026 at 10:00 a.m., and written inquiries were due the same day.

The scope covers monthly water chemical testing and treatment for three boilers (two Cleaver Brooks units from 2016 and 2018; one Campbell unit from 1986), two Trane cooling towers, and closed-loop boiler and open-loop chiller water systems serving 373,000 square feet. The awarded bidder must supply all chemicals, materials, equipment, testing supplies, and tools; conduct monthly on-site testing of water chemical composition; adjust treatment programs to prevent scale and corrosion; provide formal training on chemical handling and system maintenance; and respond to urgent service calls within 24 hours. Testing must include analysis capabilities for MALK, TH, conductivity, pH, ATP, HX, PTSA, NO2, MO, and polymer. The treatment program uses nitrite-based closed-loop inhibitor treatment. AVCF will provide material handling equipment (forklift and pallet jack) for chemical offloading.

The initial term is one year, with option to renew for up to four additional one-year periods (maximum five years total), subject to appropriation and satisfactory performance. Pricing must remain firm during the initial purchase order term; subsequent annual increases are capped at 2.5% and subject to CDOC approval. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price and cost as primary evaluation criteria; sample quality and lead time may also be considered. Pricing must be itemized and all-inclusive of shipping and taxes; per diem, lodging, and travel are not reimbursed.

Service technicians must possess technical degrees, certifications, or relevant experience in water treatment systems. Vendors must be registered with the Colorado Secretary of State before contract execution and pass criminal background checks, drug testing, and employment verification within 30 days of award. Failure to deliver services on three separate occasions within agreed timeframe may result in disqualification from future CDOC solicitations for three years or indefinitely. Commercial General Liability Insurance of at least $1 million each occurrence and $1 million general aggregate is required; insurers must have A.M. Best rating of "A" or better with financial size category VII or better. All required exhibits — statement of work response, vendor information form, W-9, price quote, non-conflict of interest certification, and consent to search form — must accompany the bid submission. Notice of intent to award is estimated for August 19, 2026, with anticipated purchase order start date August 26, 2026 or after full execution.
