About this file

This is a Questions and Answers document for state and local contract opportunity DQ 27-0028 AVCF, a boiler chemicals and treatment services contract in Colorado. The project involves maintaining appropriate water chemical levels for steam boiler systems, condensers, condensate systems, and chiller water in closed-loop systems. The awarded bidder will conduct monthly testing of water chemical composition, adjust water concentration levels as needed, inspect boiler functions and controls, and implement a treatment program to protect equipment from scale and corrosion. A mandatory walk-through meeting was conducted to familiarize bidders with the systems and site conditions. The scope includes formal training on the handling of chemicals, installation, care, maintenance, testing, and operation of water treatment systems, specifically covering operation of chemical distribution equipment, water softener test equipment, and chemical injection procedures into the boiler system.

Key clarifications from the Q&A indicate that no steam boiler is currently associated with the bid, and there are no known leaks or sediment issues in the heating or chilled loop systems as confirmed during the mandatory site walk-through. The systems utilize nitrite-based closed-loop inhibitor treatment, and AVCF will provide material handling equipment including a forklift and pallet jack for offloading chemical deliveries. The cooling water test kits must include specific analysis capabilities for MALK, TH, conductivity, pH, ATP, HX, PTSA, NO2, MO, and polymer testing. The vendor will be responsible for maintaining the water softener balance to correct water hardness specifications and reporting any concerns identified during monthly testing or treatment services.

Q & A on DQ 27-0028 AVCF Boiler Chemicals & Treatment

Reference: SecƟon 1. Statement of Work A. Boiler Water Treatment services include: Maintain the appropriate water chemical levels for opƟmal performance of steam boiler system, condenser, condensate, and chiller water of closed system. Implement a treatment program which protects boilers from water scale and corrosion to prevent any malfuncƟon or system issues. Monthly tesƟng of water chemical composiƟon, adding or adjusƟng water concentraƟon levels, inspecƟon of boiler funcƟons and controls.

1. Is there a steam boiler associated with this bid?

Answer: No, steam boiler.

2. What specific acƟons are required from the awarded bidder for the “inspecƟon of boiler funcƟons and controls”?

Answer: None. Check the chemicals in the loop system and advise on treatment.

ReporƟng any concerns if noƟced during the monthly tesƟng or treatment services.

SecƟon 3. Deliverables C., ii, Provide formal training on the handling of chemicals, installaƟon, care, maintenance, tesƟng, and operaƟon of water treatment systems.

3. What is considered “formal training”? Please explain.

Answer: Formal training would be how to run the chemical distribuƟon equipment and all test equipment that was reviewed during the walk through. The chiller system chemical distribuƟon equipment, the water soŌener test equipment and the vendor will be responsible to keep the soŌener balance to the correct water hardness. How to inject chemicals into the Boiler system when needed.

General ClarificaƟon QuesƟons Not Specifically IdenƟfied in the Statement of Work:

4. Are there any current leaks in the heaƟng loop or chilled loop systems?

Answer: That was answered during the mandatory walk-through which was no.

5. Are there any known issues or concerns with sediment in any of the system loops?

Answer: That was answered during the walk through which was no. The piping for both systems is new.

6. Will AVCF provide a forkliŌ and pallet jack for the awarded bidder to offload chemical deliveries?

Answer: Yes.

7. Sodium Nitrate is menƟoned in the Deliverables, is this intended to be Nitrite?

Answer: As gone over in the walk-through meeƟng Nitrite Based Closed Loop Inhibitor

(or equivalent subsƟtute)

8. What is inclusive in the Cooling Water Test Kits?

Answer: M ALK, TH, ConducƟvity, PH, ATP, HX, PTSA , NO2, MO and Polymer
