About this opportunity
The Colorado Department of Corrections is requesting documented quotes for boiler chemicals and treatment services at Limon Correctional Facility, with quote submissions due August 10, 2026 at 5:00 p.m. MST and a mandatory site visit on August 4, 2026 at 10:00 a.m. at Sterling Correctional Facility. The anticipated Notice of Intent to Award is August 12, 2026, with Purchase Order execution on August 13, 2026.
The scope covers comprehensive boiler water treatment for two Cleaver Brooks boilers (250K and 300K BTU) and two Daikin chillers, including monthly scheduled treatments on a prescheduled basis one day per month, emergency service response within 24 hours, all necessary chemicals and testing supplies, and laboratory analysis services. Specified chemicals include JTC1100 inhibitor, bio-dispersant, bromine tablets, Dixchlor, water softening salt, sulfuric acid, chlorine, phosphate chemicals, and cooling tower treatment. All pricing must be all-inclusive with no additional shipping, surcharges, or taxes; vendors must incorporate travel and shipping into bids. Pricing remains firm during the first-year term, with potential annual increases not to exceed 2.5% in subsequent years.
The initial Purchase Order term is one year, with renewal options for up to four additional one-year periods not to exceed five years total, contingent upon fund appropriation and satisfactory performance. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous, with price as the primary consideration and sample quality and lead time as secondary factors.
Bidders must be registered with Bidnet Direct and CORE, demonstrate Colorado Secretary of State Good Standing prior to Purchase Order execution, pass an Enhanced Criminal Background Investigation within 30 days of award, possess technical certifications or degrees in water treatment systems, and provide formal training on chemical handling and system maintenance. Insurance requirements include Workers Compensation, Commercial General Liability with minimum $1 million per occurrence, and Automobile Liability if applicable, all from carriers rated A.M. Best "A" or better. Written inquiries are due August 6, 2026, with responses posted August 10, 2026. Non-delivery on three separate occasions within agreed timeframes results in vendor disqualification from all CDOC solicitations for three years or indefinitely.
