About this opportunity

The Colorado Department of Corrections is soliciting quotes for boiler chemicals and treatment services at Centennial Correctional Facility (CCF) under solicitation CAAA 2027000026, with quotes due August 10, 2026 and a mandatory site visit at 10:00 a.m. on July 31, 2026.

The scope encompasses on-site boiler water treatment services one day per month for two Bryan Boilers (model RW1500-W-FDGO, 1,500,000 BTU/hour each), two York Chillers (model YKEQEPQ6-CNGS), two Marly Cooling Towers (model 00-1302C), and one Fulton steam boiler (model VMP 40) at the 615,975 square-foot facility. Services include monthly water testing, inspection of boiler functions and controls, chemical-level maintenance, corrosion and scale protection programs, technical consultation, and 24-hour emergency response capability. Vendors must provide all chemicals (including sodium nitrite, sodium carbonate, sodium silicate, diethanolamine, cyclohexylamine, morpholine, ethylenediamine, sodium hydroxide, and bromine-releasing biocide), testing supplies, laboratory analysis, training, and equipment. APC and JUSTEQ chemical products or equal-quality brands are specified. Service technicians and assistants must pass background checks for facility access. Pricing must be itemized, firm for year one, and inclusive of all costs with no additional shipping, surcharges, taxes, travel, or per diem authorized; potential annual increases in subsequent years do not exceed 2.5% subject to mutual agreement. Invoices are submitted monthly within 15 business days of service completion.

Vendors must complete Exhibits A through G, including Colorado Secretary of State registration documentation, W-9 form, vendor information, non-conflict of interest certification, price quote, and consents to search and outside-U.S. performance disclosure. Commercial general liability insurance of $1 million per occurrence and $1 million aggregate, workers compensation, and professional liability of $1 million per occurrence and $2 million aggregate are required, with the State named as additional insured. Any vendor failure to deliver services on three separate occasions within agreed timeframes may result in three-year or indefinite disqualification from future CDOC solicitations.
