About this opportunity
The Colorado Department of Corrections is soliciting quotes for boiler water chemical treatment, laboratory testing, and technical support services at the Denver Women's Correctional Facility and Denver Reception and Diagnostic Center under Documented Quote DQ 2027-0048, with quotes due September 3, 2026 at 5:00 p.m. MST. A mandatory site visit is scheduled for August 24, 2026 at 9:00 a.m., and written inquiries are due August 28, 2026.
Services encompass on-site boiler water treatment, corrosion and scale prevention, monthly water testing, technical guidance to facility staff, and emergency response within 24 hours at two Denver locations (3600 Havana Street and 10900 Smith Road). The facilities operate three 1999-vintage Kewanee boilers with 23,431 lbs. per hour steam capacity, two 1998 York chillers, and two 1989 TRANE chillers. Bidders must provide all chemicals, materials, equipment, testing supplies, and tools; technicians must hold technical degrees and certifications in water treatment systems with formal chemical-handling training and 24-hour emergency availability. All service technicians and assistants must pass enhanced criminal background investigations and drug testing before facility access; site-visit attendees must submit Consent to Search forms and photo identification by August 20, 2026.
Pricing must be itemized and all-inclusive; bidders absorb shipping, travel, and per diem costs. Pricing is firm for the initial one-year term, with potential annual increases up to 2.5% in subsequent years if mutually agreed. The contract may renew for up to four additional one-year periods (five years maximum) subject to appropriated funds. Award will be made to the responsible bidder whose acceptable quote is deemed most advantageous, with price as the primary consideration and sample quality and lead time as secondary factors.
The Notice of Intent to Award is anticipated for September 3, 2026, with Purchase Order execution estimated for September 9, 2026 and service commencement on or after September 11, 2026. Prior to execution, the awardee must provide proof of Good Standing with the Colorado Secretary of State and an insurance certificate documenting required coverage. Failure to deliver services on three separate occasions within agreed timeframes may result in disqualification from all future CDOC solicitations for three years or indefinitely.
