About this opportunity
The Maine Department of Defense, Veterans & Emergency Management is requesting quotations for snow plowing and sanding services at the Bog Brook Training Site, with bids due September 16, 2026 at 4:00 p.m. local time.
The contract runs November 1, 2026 through October 31, 2027, with four optional one-year renewals extending through April 30, 2031. The snow season is November through April. The site encompasses approximately 64,400 square feet and includes barracks, administration buildings, maintenance facilities, officer quarters, kitchen, latriums, storage, and access roads. Snow plowing is required for every storm event measuring 4 inches or more of snowfall; sanding is required when precipitation reaches 2 inches or more, with all designated areas reasonably cleared no later than 6:00 a.m.
Bidders submit yearly total pricing for the initial season and each renewal period, plus separate hourly rates for work outside the base scope. Contractors must clear and sand parking lots, entrances, roads, and sidewalks, and provide shoveling services for walkways, handicap ramps, and stairs. A designated snow stockpile area on the site is identified for seasonal accumulation management.
Performance is evaluated monthly at minimum through a checklist assessing contractor responsiveness, condition of cleared areas, and adherence to clearance deadlines. Contractors must provide photographic documentation and damage assessments within thirty days of contract start and maintain contact information for weekend and holiday operations, responding to communications within one business day. Poor performance — defined as four or more negative evaluation responses or two unfavorable ratings — triggers a two-week cure period. Three poor evaluations result in termination with thirty days' notice; contractors may appeal within fifteen calendar days to the Director of the Division of Procurement Services.
Bidders must include organization name, contact information, mailing address, and State of Maine vendor control number on the bid sheet.
