About this opportunity
Escambia County is requesting bids on construction rehabilitation of the Bob Sikes Fishing Pier South in Pensacola Beach under ITB PD 25-26.089, with bids due July 27, 2026 at 10:00 a.m. and a pre-bid conference on July 2, 2026 at 10:00 a.m. The project is federally funded through RESTORE and DH017 programs and subject to Davis-Bacon Act wage requirements, Build America, Buy America Act (BABAA) domestic-materials mandates, and comprehensive federal compliance clauses including E-Verify, debarment verification, and minority and women's business enterprise utilization provisions.
Bidders must hold a Florida state general or marine specialty contractor license and a current Escambia County Business License. The scope encompasses substructure repairs to an approximately 1,650-foot open pier structure, including pile jacketing with cathodic protection systems (zinc anodes), concrete spall and crack repairs, ADA upgrades, aluminum pedestrian railing replacement, solar-powered lighting installation (13 poles with luminaires), signage and bollard installation, and removal of three deteriorated end spans (spans 51–53) contingent on cost-effectiveness. The project is subject to U.S. Army Corps of Engineers Permit SAJ-2025-00570 (NWP-3 under Section 10 Rivers and Harbors Act and Section 404 Clean Water Act) with mandatory turbidity barriers, manatee and sea-turtle protection compliance, and as-built certification by a registered professional engineer within sixty days of completion.
Work must be substantially completed within 250 consecutive calendar days from Notice to Proceed, with 30 additional days allowed for final completion (280 total calendar days), excluding weather delays. Liquidated damages of $2,667 per calendar day apply for delays beyond the completion deadline. Lump-sum pricing is required across 21 line items plus two bid alternates. A 5% bid bond is required at submission; performance and payment bonds covering 100% of contract value are due upon award. The contractor must maintain workers' compensation at statutory limits, general liability of $1,000,000 per occurrence / $2,000,000 annual aggregate, business auto liability of $1,000,000 per accident, and marine-related coverages (Protection & Indemnity and Marine Pollution Liability) of $1,000,000 / $2,000,000. Questions are due July 15, 2026 at 12:00 p.m.
Opportunity text
The Bob Sikes Fishing Pier is a key public access facility and community landmark on the Santa Rosa Sound side of Pensacola Beach, serving residents and visitors as a popular destination for fishing and recreation. Due to age, marine exposure, and structural wear, the pier requires targeted rehabilitation to ensure continued safety and functionality.
This project will restore and enhance the pier through comprehensive substructure repairs, including implementation of cathodic protection systems to mitigate corrosion and extend the structure's service life. Repairs will address deterioration of piles, caps, and framing elements to maintain structural integrity and public safety. The project also includes ADA upgrades, lighting improvements, and handrail enhancements to improve accessibility, visibility, and overall user safety.
The scope may include demolition of the final spans of the pier, depending on contractor bid pricing, where repair is not practical or cost-effective. Overall, the project is intended to preserve the pier as a safe, accessible, and sustainable public asset for long-term community use.
