About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on four 16-foot and one 18-foot boat, motor, and trailer packages on behalf of the Department of Inland Fisheries & Wildlife, with quotations due September 15, 2022 at 4:00 p.m. Eastern Standard Time.

The scope is four complete 16-foot Lund Angler SS 2023 (or 2022 holdover) packages, each with a 50 HP outboard motor and bunk trailer, and one 18-foot Lund Alaskan Sport DC 2023 (or 2022 holdover) package with a 90 HP outboard motor and bunk trailer. All specified options must be pre-installed on each package. Bidders may propose alternative items provided they do not significantly vary from specifications and are accompanied by a detailed specification comparison sheet. Required attachments include the signed Appendix A Bid Cover Page, Debarment Form, product data sheets documenting specification compliance, warranty information, and system-generated audit reports if electronically signed via DocuSign or Adobe Sign.

Quotations must be submitted through Advantage Vendor Self Service (VSS) on a Free on Board (FOB) Destination basis; all shipping charges must be included and the State assumes no responsibility for goods until delivery to 15 Game Farm Road, Gray, Maine 04039. The State is exempt from Federal, State, and local taxes and requests quotations without tax charges.

Award will be made on a best-value basis considering conformity with specifications, delivery dates, and the State's best interest; once conformity is confirmed, the lowest-priced compliant bidder receives the award provided that bidder has no documented poor performance or terminated/non-renewed contract within the past five years. Delivery dates are a potential factor in award decisions. Questions must be submitted through the VSS Q&A portal no later than two business days prior to closure. The State reserves the right to negotiate with the successful bidder and to authorize other State Departments to use the resulting contract(s). No guaranteed award is associated with this opportunity; all purchases depend on bid results and departmental budget availability.
