About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the State of Utah Division of Outdoor Recreation, is requesting bids on two marine motors under IFB with proposals due July 30, 2026 — an airboat motor needed by September 1, 2026 (marked emergency for search and rescue) and a jetboat motor needed by January 5, 2027.

Both motors must be Marine-rated General Motors LT4 6.2L Supercharged engines with 600–700 horsepower at or below 6400 RPM, 600–675 lb-ft torque, direct injection fuel systems, and complete electronic control units with wiring harnesses. For the airboat motor (18-foot Diamond Back, 2008), acceptable packages are Marine Power #A62LT4 or Levitator #MS.80. For the jetboat motor (24-foot North River Commander, 2006), acceptable packages are Marine Power #J62LT4, Ilmor Marine Supercharged 650 LT4, or Kodiak Marine 6.2L LT4; the jetboat specification also includes water-cooled exhaust manifolds, sea pumps, engine heat exchangers, and motor mounts for inboard system integration.

The budget is $29,000 for the airboat motor (equipment and shipping combined) and $38,500 for the jetboat motor (equipment and shipping combined). Vendors need not bid on both motors to receive an award, but must meet all Scope of Work requirements for either motor to qualify. The IFB anticipates multiple contract awards with separate line items for each motor and shipping. Contract term extends until both motors are received at the Division's dock at 1594 West North Temple, Salt Lake City, Utah 84116; vendors must guarantee pricing until both motors arrive.

Award methodology prioritizes vendors closest to the preferred delivery dates without exceeding them; if no vendor meets the preferred date, awards may be given to vendors exceeding the deadline. All deliveries are F.O.B. Destination Freight Prepaid and Allowed, with contractor responsibility for transportation costs and liability until acceptance. The State retains inspection rights for thirty days post-delivery and may reject nonconforming items at contractor expense. Vendors must carry commercial general liability of $1,000,000 per occurrence / $3,000,000 aggregate and commercial automobile liability of $1,000,000 combined single limit.
