About this file
This is a Scope of Work document prepared by the Utah Division of Outdoor Recreation, under the State of Utah Division of Purchasing, for an Invitation for Bid (IFB) to procure two marine motors for different operational vessels. The project involves sourcing one emergency replacement motor for a 2008 Diamond Back Airboat (18 feet long) used for Search and Rescue operations on the Great Salt Lake, and one motor for a 2006 North River Commander Jetboat (24 feet long) that serves as a platform for the Underwater Remotely Operated Vehicle team and operates statewide at varying elevations. Both motors must be Marine-rated General Motors LT4 6.2L Supercharged engines with identical core specifications including 600-700 horsepower at or below 6400 RPM, 600-675 lb-ft torque, direct injection fuel systems, and complete electronic control units with wiring harnesses. The airboat motor has a preferred delivery date of September 1, 2026 (marked as emergency priority), while the jetboat motor has a preferred delivery date of January 5, 2027. The IFB anticipates multiple contract awards with separate line items for each motor and its shipping. Vendors are not required to bid on both motors to receive an award. The contract term is intended to be as short as possible but extends until both motors are received at the Division's dock at 1594 West North Temple, Salt Lake City, Utah 84116.
The budgets specified are $29,000 for the airboat motor (including motor and shipping/delivery) and $38,500 for the jetboat motor (including motor and shipping/delivery). Vendors must meet all Scope of Work requirements for their bids to be considered, and any breach of requirements after contract award constitutes grounds for immediate contract termination. The evaluation methodology prioritizes vendors closest to the preferred delivery dates without exceeding them; however, if no vendor can meet the preferred dates, awards may be given to vendors who exceed the deadline. Vendors must guarantee their pricing until the agency receives both motors at its facility. The specific engine package options identified include Marine Power #A62LT4 or Levitator #MS.80 for the airboat motor, and Marine Power #J62LT4, Ilmor Marine Supercharged 650 LT4, or Kodiak Marine 6.2L LT4 for the jetboat motor. The jetboat motor specifications include additional inboard system components such as water-cooled exhaust manifolds, sea pumps, engine heat exchangers, and motor mounts.

Attachment B Scope of Work

Boat Motors Project Summary The Utah Division of Outdoor Recreation, 1594 West North Temple, Salt Lake City, UT 84116, is seeking 2 motors to repower 2 different boats. The motor for boat 1 (Air Boat) is considered an EMERGENCY where this boat is currently used for Search and Rescue. The division is trying to get this boat up and running As Soon As Possible so they will be ready for any emergencies that come their way.
All Scope of Work Requirements must be met by the Vendor for their response to be considered. Any breach of requirements after the Contract has been awarded constitutes a breach of the Contract by the vendor, and the Contract may be terminated immediately.
