About this opportunity
The New York State Office for People with Developmental Disabilities (OPWDD), specifically the Broome Developmental Disabilities State Operations Office (DDSO), is seeking quotes for a comprehensive roof replacement project at the Dutch Valley Facility located in Edmeston, NY. This Request for Quote (RFQ) solicits bids for completely replacing the existing asphalt shingle roofing system, which involves removing the current roofing down to the wood decking, replacing damaged decking, and installing a new 30-year asphalt shingle roofing system with all necessary components. The project requires a mandatory site visit on 8/11/25 at 12:30 pm, with quotes due by 8/21/25 at close of business. Evaluation criteria include lowest cost, vendor responsibility, and demonstrated 2 years of relevant experience on similar projects. Contractors must provide a 1-year warranty on materials and labor, comply with prevailing wage requirements, and submit certified payroll records. The contract will be awarded to the most responsible and responsive vendor meeting all project specifications, with work to be completed within 60 days of receiving the purchase order.
There are no specific set-aside designations for this contract, though the opportunity is open to all qualified vendors. Contractors must be registered with the NYS Department of Labor and prepared to submit liability insurance certificates, worker's compensation documentation, and completed lobbying law forms. The project does not specify a precise budget range or award value, but requires detailed cost proposals including breakdown of materials, labor, and overhead. Bidders must demonstrate competency in roofing installation, adherence to building codes, OSHA guidelines, and manufacturer installation requirements. The specified roofing materials include GAF-ELK Materials Corporation's Timberline HD Lifetime High-Definition Shingles, with required warranties including a 30-year material warranty, 15-year wind-speed warranty, and 10-year algae-resistance warranty. The contract is not restricted to service-disabled veteran-owned businesses, and final project acceptance will be determined by the appropriate Maintenance Supervisor.
