About this opportunity
The City of Bloomington, Illinois is seeking sealed bids for the Bloomington Police Department Garage Double Tee Stem – Immediate Repairs 2025 (Bid #2026-07), a critical structural repair project for a multi-level parking garage located at 305 S. East Street. The procurement involves comprehensive structural repairs, including replacing damaged precast concrete tee stems with a new W27x114 steel beam, performing full and partial-depth concrete repairs, installing shear connectors, and applying traffic coatings and sealants. Contractors must have a minimum of five years' experience in similar structural repair projects and provide three favorable commercial customer references. Key project objectives include restoring the structural integrity of the parking garage, with technical specifications requiring 5000 PSI concrete, epoxy-coated reinforcement, and adherence to 2018 International Building Code standards. The bid is due on Thursday, July 24, 2025, at 2:00 pm CST, with sealed proposals to be submitted through the City's e-Procurement Portal, OpenGov. The project is scheduled for substantial completion by December 31, 2025, and final completion by January 31, 2026, with work limited to 8 am - 6 pm, Monday through Friday.
The City of Bloomington has implemented specific provisions to promote inclusive contracting, including a project labor agreement requirement for public works projects exceeding $50,000 that aims to advance minority-owned, female-owned, and diverse workforce participation. While specific budget ranges are not explicitly stated, the project involves significant structural repairs that suggest a substantial investment. Contractors must obtain necessary licenses and permits, provide comprehensive safety measures, and submit personnel for security background checks at least 14 days before project commencement. The contract includes robust warranty provisions, with a five-year warranty on materials and a one-year warranty on workmanship. Notably, the project labor agreement terms cannot exceed Illinois Prevailing Wage Act standards and cannot mandate union membership or fair share payments. The City reserves the right to waive the project labor agreement if it determines that such an agreement would not advance the city's interests in cost, efficiency, quality, safety, timeliness, and labor stability.
