About this opportunity
The University of Wisconsin-Madison, located in Dane County, is seeking proposals for three blood gas analyzers to be used in the School of Veterinary Medicine's Veterinary Care/Clinical Pathology division. The procurement will support three specific locations: the Small Animal Critical Care Unit, Large Animal Surgery section, and the Clinical Pathology Laboratory. The analyzers must measure multiple clinical parameters including pH, PCO2, PO2, SO2%, hematocrit, hemoglobin, sodium, potassium, chloride, ionized calcium, glucose, BUN/urea, lactate, and optionally ionized magnesium or creatinine. Bidders must provide equipment validated for veterinary patients with built-in printers, stat testing capabilities, co-oximetry functionality, and networking capabilities with a shared database. The RFP offers three procurement options: Lot 1 (outright purchase), Lot 2 (cost-per-sample with contractor equipment retention), and Lot 3 (cost-per-sample with university equipment ownership). The evaluation process will be comprehensive, with technical proposals worth 800 points and cost proposals worth 200 points, requiring a minimum of 450 technical points for cost proposal review. Key dates include a proposal due date of December 19, 2018, at 2:00 PM CST, with oral presentations and equipment demonstrations estimated for January 14 or 21, 2019, and award notification targeted for February 1, 2019.
Minority Business Enterprises and Disabled Veteran-Owned Businesses may receive a 5 percent preference weighting in the evaluation process. The contract term is set for five years, beginning March 1, 2019, with potential for an additional analyzer purchase in year three. Proposals must include detailed pricing for installation, training, maintenance, controls, calibrators, and service for the entire contract term, with a baseline assumption of 3,000 samples annually and tiered pricing for volumes between 3,001 and 5,000 samples. Contractors must provide on-site support with same or next-day repair, comprehensive parts and labor coverage, annual preventative maintenance, and unlimited telephone support. The university utilizes Advanced Technology Corp LIS called VADDS with Midas middleware and is part of the Vizient Group Purchasing Organization. Reagent cartridges must have a minimum six-month shelf life at room temperature, with 18 months being preferred. Delivery requirements specify FOB Destination with all freight and installation costs borne by the contractor, and equipment must include a minimum 12-month warranty for Lot 1 or full service coverage for Lots 2 and 3.
