About this opportunity

The York County Solid Waste and Refuse Authority (YCSWA) is procuring and installing two stationary electric material handlers for the Blackbridge Road Transfer Station Construction Project in York, Pennsylvania. Bids will be received online via PennBid until 10:00 AM on Tuesday, March 10, 2026, with public opening and reading of bids at the YCSWA Management Center (2700 Blackbridge Road, York, PA 17406). The procurement encompasses complete supply, installation, testing, startup, commissioning, and training for two fully operational stationary electric material handler systems, with each unit consisting of a pedestal base, 25'-6" gooseneck boom with wristing linkage stick boom, tamping grapple, operator's cab with custom access platform and safety yellow railings, and a remote power unit with associated conduit and conductors. Equipment specifications require units equivalent to the Builtrite Lemco Model 2150-SE-VFD or approved equal products, featuring a 100 horsepower, 460-volt TEFC electric motor with variable frequency drive, capable of handling dead loads of 20,000 pounds and live loads of 24,000 pounds. The successful bidder must meet Pennsylvania prevailing wage requirements, comply with E-Verify employment verification procedures, furnish performance and payment bonds each equal to 100% of the contract price, and provide comprehensive insurance coverage including workers' compensation, commercial general liability with minimum limits of $2,000,000 general aggregate, automobile liability of $1,000,000, and pollution liability of $2,000,000. Substantial completion is required within 406 calendar days of final notice to proceed, with final completion within 435 calendar days, subject to liquidated damages of $1,000 per day for failure to achieve substantial completion and $2,500 per day thereafter. A non-mandatory pre-bid conference will be held on Tuesday, February 24, 2026, at 10:00 a.m., with virtual attendance available by contacting Terry Simpson at tsimpson@armgroup.net, and bidding documents became available at no cost via PennBid on February 16, 2026. All questions must be submitted through PennBid in accordance with the Instructions to Bidders, with no telephone inquiries accepted and responses provided only before the established RFI deadline.

This procurement does not include specific set-aside designations or restrictions on the types of organizations that can respond, and no incumbent vendors or current contractors are identified in the bidding documents. Bidders must submit lump sum bids with bid security in the form of a certified check or bid bond in an amount not less than 10% of the bid price, with all bids remaining irrevocable for 60 days after the bid opening date, with potential extension to 120 days if award is delayed by required government agency approvals or grant awards. The contractor must provide factory testing for a minimum of four hours prior to shipping and warranty coverage for whichever occurs first: 4,000 hours of operation or two years from written acceptance by the owner. The successful bidder is responsible for all mobilization and demobilization costs, permits, site coordination with ongoing facility operations, and comprehensive closeout documentation including operations manuals, record drawings in AutoCAD/Revit/PDF format, and two days of on-site operator training. No specific budget or award value range is disclosed in the bidding documents; however, the project involves integration with the broader Blackbridge Road Transfer Station facility, which encompasses approximately 22,400 square feet and includes structural steel framing, pre-engineered metal building systems, concrete foundations, HVAC systems, plumbing infrastructure, electrical distribution, and fire protection systems being constructed under separate prime contracts.
